After warehousing declaration, level-by-level recommendation, provincial verification, expert review, social publicity and other procedures, it was agreed that 117 applying units including Pingquan City, Chengde City, Hebei Province were the creation units of the Rural E-commerce Express Collaborative Development Demonstration Zone, and agreed that "SF Express responds to the Internet + New changes in agriculture, using science and technology to lead smart agriculture to help Pinggu Datao Upstream Project" and other 306 application projects are express service modern agriculture demonstration projects to create projects.
The "Notice" points out that postal management, transportation, agriculture and rural and commercial departments at all levels must attach great importance to the demonstration and creation of collaborative development of rural e-commerce and express delivery, increase work efforts, improve coordination mechanisms, strengthen overall planning and coordination, and timely follow-up guidance. Actively promote the creation of demonstration areas and demonstration projects to achieve results. The local government of the demonstration area creation unit must improve the creation plan, establish and improve the working mechanism, refine the goals and tasks, implement the creation measures, and explore a path for the coordinated development of rural e-commerce and express delivery. Demonstration project creation units must abide by the relevant systems for the management of demonstration creation work, increase project investment and creation efforts in conjunction with the application theme, continuously improve the modern agricultural model of express delivery services, and enhance the demonstration and generalizability of the project.
The "Notice" states that the State Post Bureau, the Ministry of Transport, the Ministry of Agriculture and Rural Affairs, and the Ministry of Commerce plan to conduct evaluation and acceptance before the end of December 2024, in accordance with the "Work Plan for the Demonstration and Creation of the Collaborative Development of Rural E-commerce and Express Delivery" (issued by the State Post Office [2023 〕No. 28) requires that the "rural e-commerce express delivery collaborative development demonstration area" and the "express delivery service modern agriculture demonstration project" be identified based on the results.
