Ge Shu, deputy director of the Patent Office and director of the Strategic Planning Department of the State Intellectual Property Office, said at the meeting that my country's high-value invention patent creation reserves are accelerating, intellectual property rights strongly support economic and social development, pledge financing is increasingly inclusive, and the use of intellectual property rights is accelerating. The scale of free import and export has been further expanded, and the effectiveness of intellectual property protection has been widely recognized by the public.

　　In this regard, Ge Shu said that the "14th Five-Year Plan" for intellectual property protection and application is a construction drawing for the development of intellectual property during the "14th Five-Year Plan" period. It clarifies that intellectual property protection will reach a new level, application will achieve new results, and services will reach a new level. The "four new" goals are to achieve a new level and achieve new breakthroughs in international cooperation, and put forward 8 expected indicators from three aspects: creation, application and protection. Judging from the latest statistical monitoring data, the progress of planning indicators is generally in line with expectations. Among them, 4 indicators have been achieved ahead of schedule, namely the registered amount of intellectual property pledge financing, the total annual import and export volume of intellectual property royalties, social satisfaction with intellectual property protection and the rate of first-instance judgments and litigation of intellectual property civil cases; 2 indicators have made rapid progress Compared with expectations, they are the number of high-value invention patents per 10,000 people and the proportion of added value of patent-intensive industries in GDP. Specifically, it has the following characteristics:

First, the creation of reserves of high-value invention patents is accelerating

. By the end of 2023, my country's number of high-value invention patents per 10,000 people will reach 11.8, an increase of 5.5 from the end of the "13th Five-Year Plan". It is expected to achieve the expected goal ahead of schedule this year. The number of high-value invention patents owned in my country (excluding Hong Kong, Macao and Taiwan) has reached 1.665 million, with an average annual growth rate of 23.3% since the "14th Five-Year Plan".

Second, intellectual property rights strongly support economic and social development.

In 2022, the added value of patent-intensive industries will reach 15.32 trillion yuan, with an average annual growth rate of 12.4% since the "14th Five-Year Plan", accounting for 12.7% of GDP, and contributing 1/8 of the country's employment with less than 7% of the entire society. GDP above. In 2022, the added value of the copyright industry will reach 8.97 trillion yuan, accounting for 7.41% of GDP.

Third, the inclusiveness of intellectual property pledge financing continues to increase.

In 2023, the registered amount of patent and trademark pledge financing will reach 853.99 billion yuan, benefiting 37,000 companies, of which inclusive loans with a pledge registration amount of less than 10 million yuan will benefit 26,000 small, medium and micro enterprises. Since the "14th Five-Year Plan", the registered amount of pledge financing and the number of enterprises benefiting have continued to grow rapidly.

Fourth, the scale of import and export of intellectual property royalties has further expanded.

In 2023, the total annual import and export volume of intellectual property royalties will be 376.52 billion yuan, an increase of 57.08 billion yuan compared with 2020, an increase of 17.9%. Among them, the export value will increase by 28.9%, which is 13.4 percentage points higher than the import value increase.

Fifth, the effectiveness of intellectual property protection has been widely recognized by the public.

In 2023, my country's social satisfaction with intellectual property protection increased to 82.04 points, an increase of 0.79 points from the previous year, setting a record high; the first-instance civil case settlement rate for intellectual property rights reached 91.9%, continuing to remain at a high level.
