China News Service, March 27: The Ministry of Natural Resources held a regular press conference for March on the 27th. Wang Wei, the second-level inspector of the Bureau of Land and Spatial Planning of the Ministry of Natural Resources, introduced at the meeting the relevant situation of my country’s first completion of the determination of the urban area of 683 cities across the country.

Wang Wei introduced that in accordance with the requirements of the State Council, since July 2019, the Ministry of Natural Resources has joined forces with Tongji University, Peking University, Wuhan University, Harbin Institute of Technology, etc. to give full play to the advantages of earth observation technology and the "two unifications" functional advantages to carry out relevant standards Research. Since April 2020, 107 cities have been selected to conduct 4 rounds of standard trial planning demonstrations to continuously verify the adjustment technical route. In June 2021, the "Regulations for Determining the Scope of Urban Areas" (TD/T1064-2021) was formed and released, which determined the technical specifications for defining urban built-up areas from the spatial scope, filling the gap in my country's urbanization standard statistical area system.

Wang Wei further stated that on the basis of establishing systems and technical specifications, in 2023, based on the "National Land and Space Planning Outline (2021-2035)" (hereinafter referred to as the "Outline"), our ministry will apply the results of the national land survey to organize the national 683 In accordance with the "Procedures", each city has comprehensively carried out the work of determining the urban area, forming the first version of the urban area vector data set of national cities in my country, and realizing the spatialization, quantification and precision of the urban area for the first time, which is the "Outline" It provides basic support for the implementation of monitoring, physical examination and evaluation of urban land and space planning. It mainly includes two levels of results:

One is the urban area. That is, the scope of the urbanization standard statistical area serves as the urban-rural division and urbanization area boundary in a certain period to solve the standardization problem of the "denominator" of urbanization spatial structure analysis. The update cycle is consistent with the national land survey, census, etc., and remains relatively stable during this period. Based on the third land survey data, the total area of 683 cities in the country (urbanized standard statistical area) is 110,200 square kilometers.

The second is the physical area of the city. That is, the actual construction area within the scope of the standard statistical area serves as annual monitoring data for the implementation of land spatial planning, solving the problem of standardization of the "molecules" of urbanization spatial structure analysis. Every year, we use the results of the National Land Change Survey to continuously monitor the changes in actual urban construction areas and maintain "annual updates." Based on the 2021 land change survey data, the total area of 683 cities in the country (actual construction area) is 78,000 square kilometers.

Wang Wei said that on this basis, a multi-dimensional analysis of my country’s urbanization land and space issues can be carried out. For example, analysis of urban resident demographics based on big population data. At present, the results of urban area determination have been applied to land space monitoring and analysis work such as the preparation and implementation monitoring of land space planning, urban space monitoring and physical examination assessment, dynamic monitoring of urban land prices, and land subsidence monitoring in coastal cities, further consolidating the foundation of the "unified base map" ", unified standards, unified planning, unified platform" is the data basis for performing the "two unifications" functions and promotes the digital transformation of land and space governance.

Wang Wei revealed that in the future, the Ministry of Natural Resources will strengthen cooperation with relevant departments and continue to promote the application of urban area determination results in the fields of natural resource management and comprehensive economic and social statistics, so as to plan and build a people-centered "suitable for industry, livable, and sustainable development". An urban environment that is “friendly for travel and fun” provides support to help build a “livable, resilient and smart” city.
