In recent years, the Shanxi Provincial Development and Reform Commission has promoted projects to private capital on a quarterly basis and encouraged private enterprises to participate in government and social capital cooperation projects in the form of sole proprietorship, holding shares, etc.
The aforementioned 60 projects were selected in accordance with the country's "Guiding Opinions on Standardizing the Implementation of the New Mechanism for Cooperation between Government and Social Capital", with a total planned investment of 192.5 billion yuan and a planned private capital introduction of 99.5 billion yuan.
In terms of project fields, there are 39 projects in the transportation field such as highways, 11 projects in the environmental protection field such as sewage treatment, 5 projects in the municipal field such as water supply and heating, and 5 projects in the social field such as tourism and sports.
Judging from the project progress, 47 projects have been authorized to determine the implementation agency, accounting for 78.3%; 46 projects have completed or are preparing franchise plans, accounting for 76.7%; 53 projects are planned to start construction in 2024, accounting for 88.3%.
Judging from the degree of support for private enterprise participation, all projects support private enterprise equity accounting for no less than 35%, of which 32 projects support private enterprise sole proprietorship or holding.
The content of the aforementioned 60 cooperation projects shows that many projects, such as the Hongdong to Daning Expressway, the Huozhou to Xiangfen section of National Highway 108, and the Loufan County electric vehicle charging infrastructure project, plan to introduce 100% private capital.
In the meantime, the Shanxi Provincial Development and Reform Commission will work with all parties to standardize and speed up the 60 government and social capital cooperation projects that are publicly recommended this time, urge the projects to select franchisees through open competition in accordance with procedures, coordinate and provide factor guarantee services, and promote the early completion of the projects.
