The 2024 Annual Meeting of the China Development Forum came to an end yesterday (March 25). Liu Liehong, director of the National Data Administration, said yesterday (25th) that the rapid development of generative artificial intelligence has put forward higher and more urgent demands for computing power, and the necessity of building a national integrated computing power system has become increasingly prominent.

At present, the country is accelerating the construction of a national integrated computing power system that is networked, dispatched, universally beneficial, easy to use, green and safe.

The number of large models with more than 1 billion parameters in China exceeds 100

Liu Liehong said that my country's data production and storage have grown rapidly, providing abundant "raw materials" for digital and intelligent applications such as the construction and operation of smart cities and the utilization of industrial Internet. Taking artificial intelligence as an example, the number of large models with a scale of more than 1 billion parameters in China has exceeded 100. Large industry models have deeply empowered fields such as electronic information, medical care, and transportation, forming hundreds of application models and empowering thousands of industries.

Liu Liehong, a member of the Party Leadership Group of the National Development and Reform Commission and Director of the National Data Administration: We will further grasp the development trends of digitalization, networking, and intelligence, accelerate the removal of institutional obstacles that hinder the compliance and efficient circulation of data elements, and focus on optimizing the market-oriented allocation of data elements to promote the creation of New industries, new models, and new driving forces will cultivate and develop new productive forces.

Liu Liehong said that at present, the country has made arrangements in terms of industrial ecology, computing power supply, network transmission, business scheduling, system operation, technological innovation, etc. In the next step, it will strengthen general computing, intelligent computing, super computing and other diverse computing resources. Collaborative development, rational design of computing resource structure, improving computing resource utilization, and achieving a balance between supply and demand of computing resources. It is necessary to promote the coordinated layout of computing power and electricity, optimize the green power supply of data centers, improve the energy efficiency of data centers, and ensure the green and low-carbon development of my country's computing power infrastructure.

Digital reshaping of industry market brings huge opportunities

Accelerating the digital transformation of the manufacturing industry is an important measure for industrial transformation and upgrading and accelerating the development of new productive forces. At yesterday's China Development Forum, industry representatives, experts and scholars said that digital technology is fundamentally reshaping the industry. It is estimated that the market opportunities brought about by digital transformation will approach US$4 trillion in the next three years.

Qualcomm President Anmon: We believe that intelligent computing will help accelerate the digital transformation of enterprises, achieve sustainable growth and innovation, release operational efficiency, improve productivity, generate new business models and increase participation in the digital economy. This is a massive market opportunity, with global spending on digital transformation expected to reach $3.9 trillion by 2027.

The massive $3.9 trillion market represents huge potential for digital transformation in the foreseeable future. At present, the changes that digital technology brings to production and life can be said to be changing with each passing day. At the forum, representatives of the world's top 500 companies shared their vivid practices of digital empowerment in their respective industries.

Zhao Guohua, Chairman of Schneider Electric Group: We cooperated with China Unicom to deploy 5G at a flagship factory of Schneider Electric in Beijing. Now it only takes 15 minutes to reconfigure a production line, whereas before it would have taken seven days, so the flexibility it brings is pretty impressive.

Heda Heda, President and CEO of Wacker Chemicals: What we have done in this process is to use the digital twin of the factory. So the factory has not actually been built yet, but its digital twin has been built. By using a digital twin of your factory, you can train your employees ahead of time and also see where things are not running perfectly.

Industrial digital transformation is a general trend, and at the same time it puts forward higher requirements for computing power. As the core carrier of computing power, the sustainability of data centers has also been mentioned in a more important position. At the forum, guests also discussed how digital transformation can be more sustainable.

Danfoss President and CEO Fang Xingjian: The excess heat generated by the data centers we are building, or from manufacturing plants, chemical plants, or even large supermarkets. If we have a district heating network we can integrate it to make it work. Simply put, there is actually a great opportunity to absorb waste heat in a very short payback period and incorporate it into daily heating systems to heat and heat our homes, in a sustainable way.
