Liu Liehong, Director of the National Data Administration, said in his speech at the "Keynote Speech" session that the National Data Administration will further grasp the development trends of digitalization, networking, and intelligence, accelerate the removal of institutional barriers that hinder the compliance and efficient circulation of data elements, and focus on optimizing data The market-oriented allocation of factors will give birth to new industries, new models, and new driving forces, and cultivate and develop new productive forces.
In the next step, we will focus on promoting the following five aspects of work.
First, speed up the improvement of the basic system of data elements. The National Data Administration will adhere to a problem-oriented approach, accelerate the launch of a number of implementable policy documents, respond to social concerns, and gradually build a data property rights system that is conducive to protecting the rights and interests of all parties and releasing the value of data elements. Accelerate the cultivation of a diversified and multi-level data circulation and trading system, explore and establish a revenue distribution mechanism that is conducive to stimulating market vitality, and continuously improve the data security governance mechanism in which multiple parties participate. In addition, the Ministry of Finance will actively cooperate with the Ministry of Finance to promote the "data asset inclusion in the balance sheet", promptly solve the practical problems faced in the practice of adding data assets to the balance sheet, and accelerate the improvement of accounting systems related to data resources.
Second, continuously stimulate the vitality in the development and utilization of data elements. At the end of last year, 17 departments including the National Data Administration jointly issued the "Data Elements Typical application scenarios to deepen data applications and create a broader space for continuously releasing data value. At the same time, we are actively promoting the reform of public data resource management and operation mechanisms, hoping to use public data development and utilization to lead and leverage the integrated application of data from all parties. The National Data Administration will also vigorously promote the development and utilization of corporate data, properly handle the relationship between data security and personal information protection, and better release the value of data elements while protecting the legitimate rights and interests of all parties.
Third, accelerate the construction of digital infrastructure. Since last year, the necessity of building a national integrated computing power system has become more prominent. At present, the National Data Administration has made deployments in the aspects of industrial ecology, computing power supply, network transmission, business scheduling, system operation, technological innovation, etc. The goal is to build a national integrated computing power system with networked scheduling, inclusive and easy-to-use, green and safe . It is hoped that by optimizing the layout of computing power, it can better serve the development of the digital economy. Actively explore the layout of data infrastructure, accelerate the research of data space, high-speed data network and other technologies, promote the application of blockchain, federated learning, multi-party secure computing and other privacy computing technologies, create a safe and trustworthy circulation environment, and promote cross-industry, Provide infrastructure support for the circulation, development, and utilization of cross-regional data elements.
Fourth, continue to cultivate and expand the data industry ecosystem. The development and utilization of data elements cannot be separated from the active participation of various business entities. Currently, China's data element market is still in its initial stages of construction. The National Data Administration will increase efforts to cultivate various data vendors and third-party professional service organizations to prosper the data development and utilization industry ecology; it also welcomes domestic and foreign companies to actively participate in the construction of China's data element market and share development dividends.
Fifth, better promote the positive interaction of high-quality development and high-level security. In terms of promoting high-level opening up in the data field, the Chinese government has just issued the "Action Plan for Solidly Promoting a Higher Level of Opening to the Outside World and Making Greater Efforts to Attract and Utilize Foreign Investment" and the "Regulations on Promoting and Regulating Cross-Border Data Flows". Both documents clearly outline the deployment requirements. Continuously optimize the rules for cross-border data flow. In particular, the new cross-border regulations exempt cross-border delivery, cross-border payment and other scenarios, extend the validity period of data security assessment, and better promote the safe and efficient cross-border flow of data. In the future, we will coordinate with relevant departments in a timely manner based on the implementation status, continuously adjust and improve policies, continue to strengthen multilateral and bilateral cooperation in the digital field, work with major economic and trade partner countries and regions to establish a cross-border data flow cooperation mechanism, and more actively participate in the formulation of global rules in the digital field. .
