China News Service, Boao, March 26 (Reporter Wang Ziqian) The zero-carbon transformation of the power system is a key move to address the challenge of global climate change. Zhou Xiaochuan, Vice Chairman of the Boao Forum for Asia, Vice Chairman of the 12th National Committee of the Chinese People's Political Consultative Conference, and former Governor of the People's Bank of China, said in Boao on the 26th that Asia needs to have a clearer incentive and restraint mechanism to move towards zero-carbon electricity, and countries must formulate it as soon as possible. The complementary mechanism of power dispatching achieves the security and stability of zero-carbon power supply.

When participating in the "Accelerating towards zero-carbon electricity" sub-forum at the Boao Forum for Asia 2024 Annual Conference, Zhou Xiaochuan said that Asia has a large population, accounts for a huge proportion of global manufacturing electricity consumption, and accounts for a relatively large proportion of carbon emissions. Therefore, in the process of moving towards zero-carbon electricity, there must be clearer incentive mechanisms, such as incentives for the use of green electricity. At the same time, certain price and other mechanisms must also be formulated to restrict the supply of high-carbon energy, especially coal power.

"In order to ensure orderliness in this process, renewable energy can be cultivated first, so as to 'build first and then destroy'." Zhou Xiaochuan said.

In Zhou Xiaochuan's view, the construction and optimization of future power grids will play an important role in zero-carbon power in Asia. Different countries must form a complementary dispatching mechanism in the use of renewable energy to achieve security and stability of power supply. At the same time, it is also necessary to coordinate and formulate the capital investment and return mechanisms in cross-border cooperation.

He also reminded that the intermittent nature of zero-carbon electricity such as wind energy and photovoltaics places higher demands on energy dispatch, energy storage, power transmission, peak and valley regulation and other aspects. "For example, the ability to predict various energy sources and uses, backup capabilities, hot start and cold start capabilities, etc., involve a series of additional facilities, which require a lot of investment."

"Although the operating costs of wind power have been reduced, the overall cost is still not low enough." In Zhou Xiaochuan's view, the relative price from an economic perspective is very important. He reminded the industry to see that what is ultimately provided to the market and users is that coal power is more expensive. , or new energy is more expensive, so as to guide the demand side to optimize resource allocation, and the key is to truly and effectively reflect carbon dioxide emissions.
