Wen Shugang pointed out that the global climate change situation has become increasingly severe in recent years, and deepening global climate governance has become an international consensus. However, current global climate governance still faces three challenges.
First, climate legal rule needs to be strengthened. The international climate game has intensified, and the climate policies of some countries have swayed, which has affected the authority and effectiveness of international law on climate governance.
Second, climate action needs to be strengthened. The energy transformation goals and emission reduction commitments proposed by the world's major countries are still far behind the temperature control goals stipulated in the Paris Agreement.
Third, key technologies are in urgent need of breakthroughs. About half of the global technologies to achieve net-zero emissions in 2050 are not yet mature and are in urgent need of innovative breakthroughs.
Wen Shugang believes that to deal with the above challenges, we need to uphold the concept of a community of life between man and nature and a community with a shared future for mankind, insist on safeguarding the global governance system with the United Nations as the core, adhere to international law based on the United Nations Framework Convention on Climate Change, and adhere to common but effective We should adhere to the principles of differentiated responsibilities, fairness and respective capabilities to build a global climate governance system that is fair, reasonable, cooperative and win-win, and jointly build a clean and beautiful world.
Wen Shugang said that China has become an important promoter of the world's energy development transformation and response to climate change. By the end of 2023, China's renewable energy power generation installed capacity accounted for 52%, surpassing thermal power for the first time, and the power supply structure has undergone a fundamental change. It is estimated that by 2060, China's electricity consumption will account for 70%, non-fossil energy consumption will account for more than 80%, and clean energy power generation will account for more than 90%. This task is very arduous, but China is advancing pragmatically, which will bring huge development opportunities for global energy technology innovation and industrial upgrading.
