The main contents and highlights of this revision include:
The first is to improve the full-process work requirements of national metrology technical specifications. Optimize and integrate the project establishment, formulation, approval and release, implementation and supervision and management of measurement technical specifications to ensure that new measurement technical specifications are formulated in a timely manner and effectively implemented.
The second is to clarify the definition and scope of national metrology technical specifications. The "National Metrology Verification Regulations" will be unified into "National Metrology Technical Specifications", and the National Metrology Verification System Table, National Metrology Verification Regulations, National Measuring Instrument Type Evaluation Outline, National Metrology Calibration Specifications and other national metrology technical specifications will all be included in the regulations scope, breaking down traditional barriers and achieving unified management.
The third is to promote the coordinated development of domestic and international metrology technical specifications. For the first time, it is clearly required that the "measurement uncertainty assessment" report widely used in various industries around the world be included in the measurement technical specifications to improve the comparability of measurement results and effectively reduce the cost of international communication and mutual recognition and the cost of product and service technology adaptation. Actively promote the adoption of international metrological norms issued by the International Organization of Legal Metrology and international technical documents issued by relevant international organizations.
The fourth is to strengthen the supply of measurement technology standard systems. The regulations no longer uniformly stipulate the format of official documents and forms involved in the national metrological verification regulations. Instead, relevant documents will make specific requirements and make timely adjustments based on actual technical needs. It is clarified that departments, industries and local measurement technical specifications that are advanced, leading and have good implementation effects can be approved and released in the form of national measurement technical specifications by the State Administration for Market Regulation after review.
