The "Guiding Opinions" clarify the basic principles: insist on putting the protection of national energy security first, insist on actively and vigorously promoting green and low-carbon energy transformation, insist on relying on scientific and technological innovation to enhance new development momentum, and insist on deepening reform and opening up to stimulate development vitality. The "Guiding Opinions" also proposed the main goals of energy work in 2024:

  First, supply guarantee capabilities continue to increase. The country's total energy production reached about 4.98 billion tons of standard coal. Coal production has stabilized and increased, crude oil production has stabilized at more than 200 million tons, and natural gas production has maintained a rapid increase. The installed power generation capacity has reached about 3.17 billion kilowatts, and the power generation capacity has reached about 9.96 trillion kilowatt hours. The transmission capacity of "West-to-East Power Transmission" continues to improve.

  Second, the energy structure continues to be optimized. The proportion of non-fossil energy power generation installed capacity has increased to about 55%. Wind power and solar power account for more than 17% of the country's power generation. Natural gas consumption has increased steadily, the proportion of non-fossil energy in total energy consumption has increased to about 18.9%, and the proportion of terminal electricity consumption continues to increase.

  Third, quality efficiency has been steadily improved. New results have been achieved in the clean and efficient development and utilization of energy. The "three-reform linkage" of coal and electricity continues to advance. The average utilization hours of inter-provincial and inter-regional power transmission channels are within a reasonable range. Promote the continued development of clean heating in the northern region. New progress has been made in the application of scientific and technological innovation achievements.
