  On March 6, 2024, Liu Dianxin, the actual controller of Shandong Taitong Financial Services Development Group Co., Ltd., surrendered to the High-tech Industrial Development Zone Branch of Tai’an Municipal Public Security Bureau.

The public security organ launched an investigation into the case of illegally absorbing public deposits that day.

The investigation of the case is being carried out in an orderly manner in accordance with the law. The relevant situation is reported as follows:

  (1) The public security organs have taken criminal coercive measures against 43 suspects including Liu Dianxin.

All the assets involved in the case that have been identified have been sealed, detained, and frozen in accordance with the law.

In the next step, the public security organs will intensify their efforts to resolutely safeguard the legitimate rights and interests of fund-raising participants.

  (2) Preliminary investigation shows that Liu Dianxin and other criminal suspects registered and actually controlled more than 700 companies.

A large number of these companies are shell companies with no actual business operations and are only used to illegally absorb public deposits.

Liu Dianxin and other criminal suspects also used Shandong Huatong Financing Guarantee Co., Ltd. to provide illegal guarantees and illegally absorb public deposits.

  Fund-raising participants are requested to express their demands in accordance with the law, do not believe or spread rumors, and do not participate in illegal gathering activities.

For illegal and criminal acts that disrupt social order, such as spreading rumors, illegal gatherings, picking quarrels and provoking troubles, the public security organs will pursue legal responsibilities in accordance with the law.
