The reform of the collective forest rights system is of great significance for consolidating and improving the basic rural management system, promoting farmers' employment and income, building ecological civilization, and promoting green development.

Why was such an on-site promotion meeting on reforms in key national areas chosen to be held in Sanming?

　　Sanming is located in central and northern Fujian, with a forest coverage rate of 77.12% and a forest volume of 210 million cubic meters, ranking first in Fujian Province.

As a national key collective forest area and the only cross-strait modern forestry cooperation experimental area in the country, Sanming has been awarded the title of National Forest City, National Collective Forestry Comprehensive Reform Experimental Area, and National Forestry Reform and Development Comprehensive Pilot City.

　　In recent years, Sanming City has solidly promoted the implementation of comprehensive pilot tasks. Last year, the total output value of the forestry industry was nearly 130 billion yuan, and the per capita forest-related net income of farmers was more than 7,600 yuan, accounting for about 1/3 of the per capita disposable income of farmers.

The effectiveness of the forest chief system has been commended by the State Council for supervision and encouragement, and six innovative achievements, including forest tickets and forestry carbon tickets, have been included in the national plan to deepen the reform of the collective forest rights system.

　　On March 13, at the Shaxian Rural Property Rights Trading Center in Sanming City, the Jinjiang Duotou State-owned Protective Forest Farm successfully completed the forest ownership transfer (fixed production and sales) project transaction. After multiple rounds of online bidding, the transaction was completed at a price of 61,000 yuan, with a premium rate of 5.17%, with a cumulative value-added income of 3,000 yuan.

　　As Fujian's first regional comprehensive rural property rights trading platform, the current transaction volume of the Shaxian Rural Property Rights Trading Center has exceeded 1.5 billion yuan. 　　The forest reform experience in Shaxian District is a microcosm of the positive results achieved by Sanming City in deepening the reform of the collective forest rights system.

During this promotion meeting, the participating representatives visited a number of forest-related sites in Shaxian County and had in-depth exchanges with local government, enterprises, and mass representatives to discuss key tasks of deepening collective forest reform.

　　Sanming City has taken the lead in the country in carrying out itemized registration of farmers' contract rights and forest land management rights, and has issued a total of 35,000 new certificates covering an area of ​​9.5 million acres; it has established a differentiated performance management incentive mechanism for state-owned forest farms and encouraged cooperation between state-owned forest farms and leading forestry enterprises.
