This year’s government work report proposes to fully implement the opinions and supporting measures to promote the development and growth of the private economy and further resolve outstanding issues in market access, factor acquisition, fair law enforcement, and rights protection.

  Wang Jianyi, deputy to the National People's Congress and chairman of Futong Group, brought suggestions this year that focused on accelerating legislation to protect the private economy.

He said that enabling all types of ownership economies to use production factors equally in accordance with the law, participate in market competition fairly, and receive equal legal protection will help stabilize the development expectations of private entrepreneurs and promote the healthy development of the private economy and the healthy growth of private economic professionals.

  One of the difficulties encountered by private enterprises in the development is the insufficient guarantee of production factors, especially the high financial pressure.

“Increase the proportion of loans to private enterprises, expand the scale of bond issuance and financing, and strengthen classified assistance and support for individual industrial and commercial households” was included in this government work report.

  Relevant measures have been continuously introduced.

At the end of November last year, eight departments including the People's Bank of China jointly issued a notice launching 25 specific measures to support the private economy and continue to strengthen financial services for private enterprises.

At the beginning of this year, many Chinese departments jointly issued a document to implement "precision drip irrigation" policy assistance for individual industrial and commercial households.

  The government work report also proposed to implement actions to reduce logistics costs, improve long-term mechanisms to prevent and resolve arrears of corporate accounts, and resolutely investigate and punish arbitrary charges, arbitrary fines, and arbitrary apportionments.

This is especially of concern to the majority of small and medium-sized enterprises.

  Ding Jinxue, deputy director of the Comprehensive Research Office of the National Development and Reform Commission's Comprehensive Transportation Research Institute, said that logistics costs account for about 30% of the operating costs of general small and medium-sized enterprises.

Reducing logistics costs means expanding corporate profit margins, reducing the burden on private enterprises, and easing the development difficulties of private enterprises when other conditions remain unchanged.

At the same time, this move can also enhance the competitive advantages of enterprises and improve the market entry ability and fair competition ability of private enterprises.

  Li Jin said that illegal phenomena such as arrears with corporate accounts, arbitrary fees, arbitrary fines, and arbitrary apportionments have placed a great burden on private enterprises and affected their normal operations and development.

The key to solving these problems lies in strict enforcement of laws to prevent abuse of power and arbitrary enforcement of laws.

At the same time, more complete rules and regulations need to be formulated to clearly prohibit and punish relevant behaviors.
