Comprehensive improvement of small agricultural water conservancy facilities such as pools, water cellars, irrigation wells, small pumping stations, diversion dams and weir gates, irrigation and drainage canal systems, etc., and promote the construction of bucket canals, agricultural canals, and sewage canals in backbone canal systems in large and medium-sized irrigation areas and high-standard farmland. Canal and other field end-level canal system connection projects, carry out irrigated area canal system desilting and obstacle removal projects, eliminate irrigation "obstruction" and "last mile" problems, comprehensively restore and improve irrigation capacity; focus on the management and protection of small agricultural water conservancy facilities, and in-depth implementation of cultivated land The party and government share the responsibility for protecting and food security, promote the comprehensive reform of agricultural water prices, innovate and explore new models for the management and maintenance of farmland water conservancy facilities, and promote the standardization, normalization and long-term management and maintenance of small agricultural water conservancy facilities.
