National Development and Reform Commission: Xiongan New Area is constantly changing from blueprint to reality

　　China News Service, February 27 (Xinhua) The State Council Information Office held a press conference on February 27 to introduce the coordinated development of Beijing, Tianjin and Hebei over the past ten years.

At the meeting, Guo Lanfeng, a member of the Party Leadership Group of the National Development and Reform Commission, said that in general, with the efforts of all parties, Xiongan New Area is constantly changing from a blueprint to a reality, and is constantly being displayed in front of everyone with a new image.

　　Guo Lanfeng said that the main original mission of the Party Central Committee in establishing the Xiongan New Area is to create a centralized hub for Beijing’s non-capital functions.

In the past few years, the main work of the National Development and Reform Commission was to draw blueprints, compile plans, and issue policies. At present, these major long-term basic tasks have been basically completed. Now it has entered a stage where large-scale construction and the undertaking of non-capital functions are equally important.

The main tasks are as follows:

　　First, the planning policy system is constantly improving.

The Party Central Committee approved the Xiongan New Area planning outline and issued documents supporting the reform and opening up of the Xiongan New Area. These two are basic documents, that is, top-level design.

Next, four basic plans for the Xiongan New Area were released, and more than 20 special plans such as transportation and more than 20 supporting policies such as finance and taxation were also issued and implemented.

During the planning process, we closely focused on the four sentences put forward by the Party Central Committee: "world vision, international standards, Chinese characteristics, and high-level positioning" to prepare the plan, and selected 213 relatively high-level design teams from around the world. 12 top teams came to design the city of Xiongan New Area and enriched and improved these optimal plans into the planning.

　　Second, the urban framework has been basically opened and its prototype has emerged.

Focus on the areas that are the first to start construction and accelerate the construction of major projects such as urban infrastructure, ecological projects, and public services.

At present, the "four vertical and three horizontal" highways and external backbone networks have been fully completed, and the key municipal infrastructure in the start-up area has been basically completed.

After the Beijing-Xiongan intercity is opened, the commuting time from Beijing West Railway Station to the New District will be about 50 minutes, and it will take 19 minutes to get from Daxing Airport to Xiongan New District.

　　Third, the effectiveness of Baiyangdian governance continues to be consolidated.

Baiyangdian is known as the "Kidney of North China", which not only affects the ecological environment of Hebei, but also affects the entire North China.

The Party Central Committee and the State Council attach great importance to it. The Regional Office of the Central Committee has also formulated a Baiyangdian management plan, and we are pushing Hebei, Beijing, Tianjin, and relevant central departments to fulfill their responsibilities in this area.

After several years of management, the water quality of Baiyangdian Lake is currently maintained at Category III. Ecological excellence and environmental beauty have been accelerated, and the "kidney of North China" has regained its splendor.

　　Fourth, the supply of high-quality public services continues to increase.

The Beihai Kindergarten, Shijia Hutong Primary School, and Beijing No. 4 Middle School campus aided by Beijing have begun enrolling students, and Xiongan Xuanwu Hospital has begun accepting patients. The first batch of 33 public service integration projects between Beijing and Xiongan New Area have been released, realizing "Beijing's affairs". Xiongan can handle it, and Beijing can handle Xiongan matters."

Jingxiong social security card resident service "all-in-one card" enables interconnection between the two places in multiple application scenarios such as public transportation, medical treatment and drug purchase.
