Specifically including the following aspects:

In June 2015, the central government issued the "Beijing-Tianjin-Hebei Coordinated Development Plan". Using this as a blueprint, the Central Regional Office formulated the "13th Five-Year Plan" and "14th Five-Year Plan" successively, breaking down these key tasks into details, and Each year, these tasks are implemented in a list-based, closed-loop manner through annual key work arrangements. At the same time, relevant departments have also successively introduced special plans and supporting policies for industry, education, etc., forming a planning policy system with consistent goals, clear levels, and mutual connection.

  Second, Beijing has made breakthrough progress in decentralizing its non-capital functions.

The “native” approach to the coordinated development of Beijing, Tianjin and Hebei is to alleviate Beijing’s non-capital functions.

Focusing on solving the problem of "big city disease" in Beijing, we have formed a plan and policy system for alleviation, and promoted the construction of the first batch of universities, hospitals, and state-owned enterprise headquarters in Xiongan New Area. At the same time, we have also issued regulations on household registration, investment, and alleviation to Xiongan’s policies on wages and income of employees or companies.

The functional layout of Beijing’s capital is constantly being optimized, and Beijing has become the first megacity in the country to reduce development volume.

  Third, Xiongan New Area has entered a stage where large-scale construction and the relocation of non-capital functions from Beijing are equally important.

Xiongan is a millennium plan and a major national event. The General Secretary requires that every inch of land be planned before construction can begin.

At present, the urban framework of Xiongan New Area has basically emerged, the external backbone road network has been fully completed, Baiyangdian water quality has basically maintained at Category III, and the new area also has its own administrative division code, license plate, etc.

  Fourth, the functions of Beijing’s urban sub-center are increasingly improving.

Four teams in Beijing, more than 70 municipal departments, and nearly 30,000 staff have moved to the sub-center to work. Universal Studios has become a tourist landmark, and cultural buildings such as the Beijing Art Center, City Library, and Grand Canal Museum have been completed and unveiled. , the quality of life in the sub-center is constantly improving.

  Fifth, high-quality development in key areas has achieved remarkable results.

Beijing and Hebei have jointly established the Council and Executive Committee of the Tongzhou District and Beisan County Integrated High-Quality Development Demonstration Zone, and more than 10 Beijing hospitals have cooperated with medical institutions in Beisan County.

The reform and opening up of Tianjin Binhai New Area has achieved practical results. In 2023, the container throughput of Tianjin Port exceeded 22 million TEUs, an increase of 58% from 2014.

Zhangjiakou’s capital water conservation functional area and ecological environment support area have been accelerated to become a city with the best regional air quality.

Tangshan has completed the “14th Five-Year Plan” target of reducing energy consumption per unit of GDP ahead of schedule.

The key areas I just talked about include these aspects. One is Tongzhou and Beisan County, the second is Tianjin Binhai New Area, and the third is Zhangjiakou's "two districts" construction.

  Sixth, the level of coordinated development in key areas continues to improve.

The key areas we generally talk about are transportation, ecology, and industry. These are the three key areas proposed in the Beijing-Tianjin-Hebei coordinated development plan to take the lead in breakthroughs.

At present, the construction of integrated transportation networks is accelerating, and 1-1.5 hour traffic circles in major cities have basically been formed.

Ecological collaborative governance has achieved remarkable results. In 2023, regional PM2.5 has dropped by nearly 60% compared with 2014. Last year, PM2.5 was 38 micrograms/cubic meter, which was lower in Beijing, at 32 micrograms/cubic meter. "Beijing Blue" has become a normal.

Collaboration between the upstream and downstream of the industrial chain continues to strengthen. Zhongguancun companies have set up more than 10,000 branches in Tianjin and Hebei. The turnover of technology contracts flowing from Beijing to Tianjin and Hebei exceeds 280 billion yuan.

At the same time, the joint construction and sharing of public services has been accelerated, and more than 9,900 medical institutions have realized direct settlement of outpatient fees for medical treatment in different places across provinces.

  Seventh, the reform and innovation of institutional mechanisms have been further advanced.

Various explicit and implicit barriers are being broken down. The Beijing-Tianjin-Hebei region has launched the first batch of 165 mutual certifications of qualifications, more than 230 high-frequency special convenience services have been "self-serviced", and 51 institutional innovation achievements in the free trade pilot zone have been implemented. National replication and promotion.

  Guo Lanfeng concluded that in general, in the past ten years, the coordinated development of Beijing, Tianjin and Hebei has mainly focused on consolidating the foundation and layout, focusing on adjusting and optimizing the economic structure and spatial structure.

At present, the coordinated development of Beijing, Tianjin and Hebei has entered a stage of comprehensive, high-quality and in-depth advancement.
