China News Service, February 27 (Xinhua) The State Council Information Office held a press conference on February 27 to introduce the coordinated development of Beijing, Tianjin and Hebei over the past ten years.

At the meeting, Guo Lanfeng, a member of the Party Leadership Group of the National Development and Reform Commission, introduced that the starting point and goal of the coordinated development of Beijing, Tianjin and Hebei is to relieve Beijing of its non-capital functions, and its main purpose is to solve Beijing’s “big city disease” problem.

“Big city diseases” mainly include the following aspects:

  One is excessive population growth.

In 2004, Beijing's urban planning stated that the population would be controlled at 18 million by 2020. In fact, it exceeded the limit in 2009. In the past few years, the population has been basically fixed at more than 21 million, which has been effectively controlled.

The second is traffic congestion.

At first, the commute to work in Beijing took more than 90 minutes, but now there has been a significant improvement.

Third, the pressure on the ecological environment is relatively high.

In 2014, Beijing's PM2.5 reached 84.9 micrograms/cubic meter and dropped to 32 micrograms/cubic meter in 2023.

Fourth, housing prices remain high.

Fifth, social management is more difficult.

  Guo Lanfeng pointed out that to solve this "big city disease" problem, we must reduce non-capital functions, look outside Beijing, resolve Beijing's problems on a larger regional scale, and solve Beijing's "big city disease" through the coordinated development of Beijing, Tianjin and Hebei. "The problem has driven the development of Tianjin and Hebei.

  Guo Lanfeng introduced that since the implementation of the strategy, the Central Regional Office, together with relevant parties, has adhered to the combination of controlling the increase and reducing the existing amount, accelerating the construction of a decentralization policy system from both incentives and constraints, promoting the decentralization of relevant functions in batches and phases, and achieved breakthrough progress.

  On the one hand, growth is strictly controlled from the source, and general manufacturing and other projects settled in Beijing are strictly reviewed and approved. A number of non-capital functions originally planned to be settled in Beijing are located outside Beijing.

At the same time, the National Development and Reform Commission will never engage in "one size fits all". For projects that meet the functional positioning of the "four centers" and protect and improve people's livelihood, such as some "cailanzi" projects in communities, the National Development and Reform Commission will actively protect these convenient service facilities.

  On the other hand, the stock will be dispersed outward in an orderly manner.

The National Development and Reform Commission adheres to the combination of centralized relief and decentralized relief, and the combination of government guidance and market mechanisms to promote the relief work in a steady and orderly manner.

There are two important aspects here. One is to promote the transfer of a number of regional wholesale markets and general manufacturing industries to areas outside Beijing where conditions permit.

In 2014, since the implementation of the strategy, Beijing has decentralized 3,000 general manufacturing companies and decentralized and upgraded nearly 1,000 regional professional markets and logistics centers.

The second is to promote the decentralization of non-capital functions of central units.

At present, the Xiongan campus of four universities: Beijing Jiaotong University, University of Science and Technology Beijing, Beijing Forestry University, and China University of Geosciences (Beijing), and the Xiongan campus of Peking University People's Hospital have all started construction. China Star Network, China Sinochem , China Huaneng, China Mining and other central enterprises are accelerating the construction of their Xiongan headquarters. The headquarters of China Three Gorges, China State Shipbuilding, and China Electronics have also moved from Beijing to Wuhan, Shanghai, and Shenzhen respectively, which is also conducive to the national economic layout.

  In order to protect the vital interests of the evacuation units and personnel, the National Development and Reform Commission and relevant departments have successively formulated and implemented a number of policies on the focus issues of evacuation units and personnel. In particular, 28 policies for Xiongan New Area were introduced last year to ensure that evacuation units and personnel are moved to Xiongan. The personnel must have "three no lower standards", one is entrepreneurial conditions, the second is living conditions, and the third is salary income, which is generally not lower than the level in Beijing.

At the same time, the National Development and Reform Commission also actively encourages offloading units to take this opportunity to boldly explore and innovate in terms of structure and business, so as to achieve efficiency improvement and structural optimization.

  Guo Lanfeng emphasized that after a period of hard work, Beijing's "big city disease" problem will be further alleviated, Beijing's capital functions will be more fully demonstrated, and the decentralized units and personnel will also be better developed.
