中新网上海2月22日电(记者 范宇斌)功以才成,业由才广。在上海,城市与青年“双向奔赴”“彼此成就”的故事不断续写。2023年第四届上海创新创业青年50人论坛上发布了上海创新创业十大研修营,“圈粉”一大批创新创业青年,从中收获成长、落地项目,成为过去一年上海加快建设青年发展型城市的精彩缩影。

  当前,上海加快向具有全球影响力的科技创新中心进军。2024年上海市政府工作报告明确指出,“将营造良好创新生态,实施全球杰出人才优享服务,推进人才全周期服务‘一件事’改革。”科技是第一要素,人才是第一资源,创新是第一动力,在建设“五个中心”的蓝图中,上海比以往任何时候都更加求贤若渴。

  2023年首次启动的上海创新创业十大研修营搭建起全球通道,提供场地、人才、技术、资金等方面支持服务,吸引全球近3000名青年踊跃报名,参加营员518名,外省份和境外人员占22%,目前促成32个项目落地。十大研修营创新引才育才机制,助推青年来沪创新创业,谋划上海高质量发展“未来式”,再续动力源。

“十大研修营”的背后深意

  上海创新创业青年50人论坛始于2020年,已连续举办四届,与上海“建设青年发展型城市,打造创新创业热土”这一目标同向而行。2023年,上海创新创业十大研修营一经推出,便受到了创新创业青年的广泛关注。

  作为创新创业的高地,上海从青年特质出发,联动各方力量,打造富有活力的创新生态。十大研修营就是有效抓手。十大研修营由共青团上海市委员会,上海市欧美同学会,黄浦、普陀、金山、长宁、浦东、杨浦等6个区委统战部以及上海外服、百度(中国)等2家企业牵头主办,数十家单位包括区政府相关部门、园区、高校、创业基地、投资公司、科创集团、事务所等参与承办协办。

  十大研修营的主题颇具特点,聚焦科创文旅产业、沪港澳青年、海峡两岸青年、人工智能、海归创业独角兽、华侨华人等,面向全球青年开放报名通道,针对不同创新创业群体,打造多层次、全方面的赋能课程。

  记者从上海市委统战部了解到,十大研修营参与营员平均年龄为36周岁,最高学历为研究生的营员占比超70%。营员中72人来自外省份(不含港澳台),43人来自境外(含港澳台),381人担任公司主要负责人。

  青年人才是一座城市面向未来的竞争力。十大研修营面向全球青年设计全流程课程,以创业导师辅导、闭门会议、大咖分享、专题培训、项目路演等方式,打通青年人才在沪发展的通道。研修营此举折射上海创新创业青年50人论坛在推进全局工作时,更关注人才培养。

  经过一年实践探索,今年研修营将继续举办,而细看研修营的培养方向,无外乎上海发展迫切需要的领域,其意不言自明。而将目光放在更长的时间区间上看,海纳百川的上海一直是全国经济中心、人才高地,研修营吸引创新创业青年的同时,也传递着上海创新创业青年50人论坛的初心。

  五年时间过去,发展环境已然不同,但发展的奥义与关键依然在青年人才。上海创新创业青年50人论坛连续举办,是上海面向未来的态度表达——用好青年人才资源,把人才优势转化为发展优势,打造创新创业热土。

 下好引才育才“先手棋”

  “开放、创新、包容是上海最鲜明的城市风格,也是年轻人最向往的时代气质。”华裔数学家、美国加州大学圣塔芭芭拉分校数学系终身教授张益唐在第四届上海创新创业青年50人论坛上表示,年轻人要有年轻人的气质、气魄,能够去创新,能够敢于做别人没做或者是别人做不出来的东西,这正是创新所要求的。

  创新的“土壤”何以培植?十大研修营应运而生,自举办以来,许多改变在点点滴滴中发生着。

  华侨华人创新创业研修营的营员都是极具创业梦想的海归青年人才,他们带着人工智能技术而来,希望创出一片新天地;带着揽才想法而来,希望找到志同道合的伙伴;带着资金而来,找寻好项目,希望助力初创团队加快成长。

  营员、安必视智能科技有限公司总经理邓连军两年前回国创业,他从江苏苏州赶来参加研修营,除了学习,更是希望将技术落地上海。他说,浦东张江拥有很强的人工智能实力,会更容易接受新技术,希望能在浦东寻找到技术转化的商机。

  在沪港澳青年创新创业研修营中,有营员已把企业落地上海。研修营宣介营商环境、解读产业政策、对接企业需求,并现场开展互动,为学员答疑解惑,帮助企业解决发展中的各项问题。

  营员邵志敏是一家文化传播公司创始人,在一次介绍中,邵志敏对“海纳小镇”数字广告产业园产生了浓厚的兴趣,课后通过相关部门对接上了上海真如地区投资促进中心。研修营结业不久后,其新公司顺利落地数字广告产业园。

  营员在研修营中的收获远不止如此。在企业家领导力研修营中,两升水(北京)科技有限公司 CEO孙又晗成功克服对公众演讲的恐惧,主动选择登台即兴演讲,大大提高了其对自身领导力和管理能力的信心。

  在海峡两岸青年创新创业研修营中,营员们踊跃分享自己关于开拓市场、打造品牌等方面做法,共同探讨两岸创业环境的差异、合作的可能性以及未来发展的趋势……

  研修营首次举办,探索出多方面经验。结合大赛选拔和地方推荐,多模式联动吸收人才。部分研修营主办方把研修营和创新创业大赛融合,吸纳大赛优秀选手入营学习,同时给予优秀青年和项目资金扶持、专家评审、产业对接等服务。如海归创业独角兽企业培训营举办创新创业大赛,对获奖项目给予最高260万元的资金扶持;“创青春”上海青年创新创业研修营还吸纳了由福建三明、安徽六安结对地区团委推荐的优秀青年企业家代表。

  课程设置上,多个研修营和各部门联动,邀请多个部门通过“政企直通车”、专题讲座等方式为营员解读营商环境、人才政策、产业政策等,解答营员企业发展中遇到的实际问题,主动为创新创业型企业送政策、送服务,为创新创业青年“保驾护航”。

  分组学习中,多个研修营根据营员所处不同行业,分组邀请不同行业专家、优秀企业家、专家进行演讲和小组交流;还有研修营将营员分组共创课题,通过各种方式让营员多交流,分享各自创业故事。

  此外,多个研修营设计实地参访课程,让营员参访行业领先企业、交易中心、科创中心、国家重点实验室、重点园区等,感受上海历史人文底蕴和各区创新发展新气象,了解科创产业发展意义和发展形势。

  上述成果是研修营交出的2023年“答卷”,见证的是上海下好引才育才“先手棋”,助力创新创业青年更好发展。

写好青年发展“未来篇”

  上海坚持聚天下英才而用之,人才优势已成为城市核心竞争力的重要体现。当前,上海正深入实施人才引领发展战略,努力将上海打造成天下英才的圆梦之城。

  上海提出,坚持以事业集聚人才,着力打造高能级的创新平台,让全球人才共享中国机遇、上海机遇;坚持以制度成就人才,着力构建高效能的体制机制,加快构筑具有国际竞争力的人才制度优势;坚持以环境服务人才,着力营造高品质的人才生态。

  From the Shanghai Innovation and Entrepreneurship Youth Forum of 50 people to the creation of the top ten innovation and entrepreneurship training camps, Shanghai is gathering and achieving more innovative and entrepreneurial young people.

Data shows that Shanghai’s total human resources exceed 6.75 million, and the number of returned overseas students who come to Shanghai to work and start businesses ranks first in the country.

  The gathering of innovative and entrepreneurial young people has also made Shanghai a success, providing strong support for its acceleration in building a modern socialist international metropolis with world influence.

Entering a new stage of high-quality development, the training camp provides an innovative model and path for Shanghai to attract and cultivate talents.

  The organizers of the top ten training camps have introduced talents through training camp channels to expand their talent teams, and many campers have chosen to implement their corporate projects in relevant parks.

At present, 32 projects have been launched in the host area of ​​the training camp, of which 3 projects have been launched in Changning, 12 projects have been launched in Huangpu, and 17 projects have been launched in Putuo.

  Behind it, a clear signal is released, that is, "everyone can become a talent and everyone can give full play to their talents."

This year, Shanghai will continue to hold youth innovation and entrepreneurship training camps to pave the way for young people from all over the world to come to Shanghai to innovate and start businesses.

  It is understood that this year's training camp will be based on the needs of youth innovation and entrepreneurship, provide practical services and assistance to young people from the dimensions of departments, regions, parks, institutions, etc., and launch operational and convenient public service products.

At the same time, we will further connect resources such as innovation and entrepreneurship mentor groups and professional service groups, strengthen interactive exchanges between training camps, increase on-site exchanges with enterprises and parks, continue to track services and talent training, actively connect projects, and establish normal and long-term work mechanism.

In addition, system planning and overall coordination will be strengthened to integrate resources and share platforms.

How to attract and cultivate more innovative and entrepreneurial young people and turn talent potential into talent dividends?

This requires further improving the talent training system and mechanism.

While continuing to hold training camps, attracting and nurturing talents, and anchoring the development needs of innovative and entrepreneurial youth, we will surely promote all types of talents to make full use of their talents, show off their skills, forge ahead and compete in accelerating the construction of the "Five Centers".
