Jiatian International Agricultural and Sideline Products Logistics Trading Center is the only national-level public welfare demonstration market for agricultural products in Heilongjiang Province. It is the largest agricultural product wholesale trading center market in the eastern region of Heilongjiang Province, with a total annual market transaction volume of 660,000 tons and a transaction volume of 5.3 billion yuan.
Before 2019, the average annual export of fruits and vegetables to Russia was 500 trucks and 12,000 tons, making it an important foreign trade export enterprise in Jiamusi.
After the market restarted exports of fruits and vegetables to Russia in 2023, the problems of long customs clearance time and high transportation costs became "blocking points" for enterprises.

In response to the problem of low customs clearance efficiency, Jiamusi Customs moved the customs gate forward and sent personnel to the company for inspection and sealing; it established an intelligent mechanism for information exchange, mutual recognition and sharing with the Heilongjiang Provincial Communications Expressway Operation Company, through video surveillance, GPS positioning, etc. Technical means monitor the real-time status of transport vehicles such as cargo loading, driving trajectory, and travel time throughout the entire process until departure.
Trucks can apply for the expressway "green channel" exemption policy by presenting the customs "Export Goods Detailed List", and the customs seal will no longer be destroyed for unpacking inspection. The customs clearance time has been accelerated from the past 2 to 3 days to 1 day, truly realizing the " Leave in the morning and arrive in the evening, arrive on the same day."
In response to the problem of high transportation costs, the Heilongjiang Provincial Transportation Investment Group has set up virtual license plates for Russian transportation vehicles, entered them into the ETC system, and enjoyed the free "green channel" policy for fruits and vegetables. Bicycles can be exempted from tolls of 400 yuan per trip.
After the establishment of the green channel for fruit and vegetable exports, trucks are "inspection-free, free, and quick to pass", which has improved the customs clearance efficiency of enterprises, reduced their transportation costs, and enhanced their competitiveness in the Russian market. It has also solved the bottleneck in the development of foreign trade enterprises in Jiamusi City. , and provides a replicable model for Heilongjiang Province’s fruit and vegetable exports.
