The Minister of Ecological Transition announced on Monday a reform aimed at relaxing the energy performance diagnosis (EPD) of small areas. The government wants to remove thousands of properties from the “thermal sieve” category in order to make them eligible for rental in 2025. Europe 1 went to meet an owner who has high expectations from this announcement. 

The government wants to unblock the real estate market. This was one of the major promises of the executive which announced, Monday, through its Minister of Ecological Transition, Christophe Béchu, the reform of the DPE to help owners of small areas. The objective is to remove several thousand properties from the “thermal sieve” category so that they are no longer subject to a rental ban for G-rated housing, which should come into force on January 1. Europe 1 met an owner who expects a lot from this announcement. 

Miguel bought an apartment a little over ten years ago to supplement his income by renting it. A 32 square meter studio that he renovated to give it a second lease of life and above all to improve its DPE, its energy performance diagnosis. "I did the insulation where it was possible, in the walls which are not load-bearing. The windows are double-glazed: it's not cold. You just have to bring your suitcases and then your furniture ", he explains to Europe 1.

Criteria considered too strict 

Renovations which, unfortunately for Miguel, were in vain. “The problem is that currently it is classified as G, because of a 200 liter hot water tank which completely distorts the DPE. I cannot rent it from January 1, 2025 It's a loss of income for me, for the State in tax matters and it's a loss of housing for a young tenant who is starting out in life, who has just had a transfer. We find ourselves trapped laws, standards that we no longer control,” he laments. 

So Miguel hopes to benefit from the DPE reform for areas of less than 40 square meters, to put an end to months of uncertainty. But you will still have to wait for confirmation of your eligibility. “A priori, I tick the boxes to be one of the people who will leave the so-called ‘energy sieve’ standard. That I can put this property back for rental until 2028,” hopes the owner.   

2028, date on which properties rated F will no longer be available for rental. A simulator must be launched today on the ADEME website to check which goods are eligible for this DPE reform.
