According to Xinhua News Agency, the General Office of the State Council recently issued the "Opinions on Accelerating the Construction of a Waste Recycling System."

  The "Opinions" propose that by 2025, a waste recycling system covering all fields and links will be initially established. The annual utilization of bulk solid waste such as tailings, fly ash, coal gangue, smelting slag, industrial by-product gypsum, construction waste, and straw has reached 4 billion tons, and the comprehensive utilization rate of new bulk solid waste has reached 60%. The annual utilization of major renewable resources such as scrap steel, scrap copper, scrap aluminum, scrap lead, scrap zinc, waste paper, waste plastic, waste rubber, and waste glass reaches 450 million tons. The annual output value of the resource recycling industry reaches 5 trillion yuan. By 2030, a comprehensive, efficient, standardized and orderly waste recycling system will be established, and the overall level of waste recycling will be among the best in the world.

  The "Opinions" clarify policy measures in five aspects. The first is to promote precise waste management and effective recycling. We will implement precise policies based on different sources of waste, strengthen fine management of industrial waste, improve the agricultural waste collection system, and promote the classification and recycling of social waste. The second is to improve the level of waste resource recycling and reuse. Classify and implement policies based on different waste utilization methods, strengthen the comprehensive utilization of bulk solid waste, strengthen the efficient use of renewable resources, guide the facilitation and standardization of second-hand commodity transactions, promote the remanufacturing of waste equipment, promote the energy utilization of waste, and promote resource recycling production models . The third is to strengthen the recycling of key wastes. The fourth is to cultivate and expand the resource recycling industry. The fifth is to improve policy mechanisms.
