  All localities have made full use of new technologies and new methods to improve registration capabilities, and on the premise of ensuring registration quality and strictly adhering to the bottom line of safety, minimize links, materials, time, and costs. According to Zhao Yan, currently, 2,650 counties and cities across the country have launched the "Internet + Real Estate Registration" service, and more than 2,100 counties and cities have fully realized the simultaneous issuance of paper certificates and electronic certificates.   Innovative project construction full life cycle registration services are also one of the eight major measures specified in the "Notice". It is understood that at present, more than 1,900 counties and cities across the country have explored the service of "handover of houses and land and handover of certificates". More than 12 million enterprises and people have received real estate certificates when handing over state-owned construction land and handing over commercial houses. The "Notice" requires registration agencies in various regions to proactively extend real estate registration services forward, and by strengthening information sharing and business collaboration, "handover the land and handing over the certificate" in the project land supply stage, and realizing "handling the land and handing over the certificate" in the land transfer stage.   The "Notice" also pays attention to and improves some bottlenecks and pain points in practice. For a long time, the registration of real estate involved in non-notarized inheritance has been a bottleneck and pain point in the registration work. The registration of non-notarized inherited real estate is highly professional and the legal relationship is complex. There are problems such as difficulty in obtaining documentation proving relatives and inheritance relationships, difficulty in reviewing the authenticity of inheritance materials, difficulty in conducting inquiries, and high compensation risks due to registration errors, which have affected real estate to a certain extent. Registration brings convenience and benefit to the people and the protection of property rights. The "Notice" focuses on three aspects to optimize the inheritance registration process: simplifying the inspection methods of inheritance materials; introducing the inheritance administrator system; and exploring the introduction of a notification and commitment system.

  For example, advance notice registration is a legal system clearly stipulated in the Civil Code, and is an effective way to prevent real estate transaction risks such as "sell one house and second house" and "sell first and then mortgage". Last year, the Supreme People's Court made recommendations to the Ministry of Natural Resources to comprehensively implement advance notice registration and expand the coverage of advance notice registration. The "Notice" is a reflection of the active implementation of this.

  For another example, the Civil Code stipulates the inheritance administrator system, which is an important civil system. In the inheritance registration of real estate, how to implement the inheritance administrator system has been further clarified and connected in the "Notice".

  The "Notice" is the result of the joint efforts of the four departments and the result of the previous efforts of the four departments.
