Han Wenxiu said that cultivated land is the lifeblood of food production. Without cultivated land security, there will be no food security. In the past two years, various localities have taken a series of hard measures to implement the strictest farmland protection system and achieved positive results. According to statistics, from 2021 to 2023, the total amount of cultivated land in the country has achieved a net increase for three consecutive years.
This year’s Central Document No. 1 clearly stated that the “three-in-one” protection system of cultivated land quantity, quality, and ecology should be improved. Han Wenxiu emphasized that the total amount of cultivated land must be strictly observed. The red line of 1.8 billion acres of cultivated land must not be exceeded. The new round of land spatial planning has clarified the protection tasks of 1.865 billion acres of cultivated land and 1.546 billion acres of permanent basic farmland, and has decomposed them to all regions step by step. For legally occupied cultivated land, the focus is on reforming and improving the balance system of occupation and compensation, adhering to "compensation to determine occupation", improving the quality acceptance system of supplementary cultivated land, and preventing excessive occupation to compensate for insufficient, and taking advantage of superior to supplement inferior.
The No. 1 Central Document clearly states that we will severely crack down on the crime of illegal occupation of agricultural land and the illegal taking of soil from cultivated land.
