The Court of Justice of the European Union has held that limiting the number of licences to passenger cars with drivers (VTCs) on the basis of those granted to taxi services is contrary to European Union law.
According to the European court, granting one VTC licence for every 30 taxi rides is contrary to the right to freedom of establishment.
