1. Strengthen barrier-free consumption security and service supply, and improve the quality of life and consumption of persons with disabilities. We call on all types of enterprises and market entities at all levels to strengthen the main responsibility for quality and safety, further ensure product quality and safety, and produce and provide auxiliary devices that meet national standards. Comply with the trend of growing demand and consumption upgrading for persons with disabilities, improve the supply capacity of products for persons with disabilities, promote the research and development of personalized products and intelligent products that meet the multi-level needs of persons with disabilities, expand effective market supply, and release the consumption potential of persons with disabilities. Accelerate the improvement of barrier-free environment for consumption infrastructure and the accessibility of basic public services, and promote the equal enjoyment of a good and barrier-free consumer life by persons with disabilities. Cultivate and develop barrier-free living services and cultural entertainment and leisure services that meet the needs of persons with disabilities, and improve the quality of barrier-free consumption for persons with disabilities.

2. Strengthen the establishment of barrier-free environments and related safeguards, and optimize the consumption environment for persons with disabilities. We call for the strict implementation of laws, regulations and standards such as the Law of the People's Republic of China on the Protection of Persons with Disabilities, the General Code for Accessibility in Construction and Municipal Engineering, and the Evaluation Standards for Barrier-free Facilities in Civil Buildings, help promote the promulgation of the Law on the Construction of a Barrier-free Environment, strengthen the construction, maintenance and management of barrier-free facilities, optimize the travel and consumption environment for persons with disabilities, and promote the independent and safe passage of roads, public transportation and consumption places for persons with disabilities, so that persons with disabilities can go out, walk and do things. Strengthen barrier-free information exchanges, encourage television, books, newspapers and periodicals, and food and drug packaging to be equipped with barrier-free information exchange methods, promote that Internet websites, service platforms, and mobile Internet applications comply with barrier-free website design standards and national information accessibility standards, and facilitate persons with disabilities to access information, do things online, and consume online. Market operators are encouraged to provide persons with disabilities with barrier-free social services such as assistive devices and consultation guidance in consumption activities, provide guidance and assistance to persons with disabilities in using information services, improve the level of logistics and distribution services, and promote the equal and convenient participation of persons with disabilities in social life and barrier-free consumption activities. Where conditions permit, employ supervisors of barrier-free experience for persons with disabilities to supervise the construction of barrier-free environments in consumption places, and actively give play to the role of persons with disabilities in promoting the construction of barrier-free environments.

III. Strengthen consumer education and protection of the rights and interests of persons with disabilities, and boost their confidence in barrier-free consumption. We call for carrying out education on barrier-free consumption knowledge and barrier-free consumption rights protection for persons with disabilities through multiple channels and forms, encouraging the use of barrier-free publicity forms to carry out publicity on the protection of consumers' barrier-free rights and interests in rehabilitation centers, care centers, welfare enterprises, special schools, etc., to raise the awareness of barrier-free risk prevention, barrier-free self-protection, and the awareness of the whole society to safeguard the barrier-free consumer rights and interests of persons with disabilities. Encourage localities with the capacity to carry out activities such as barrier-free consumption experiences and barrier-free comparative experiments for products for persons with disabilities, to guide scientific, reasonable, and civilized barrier-free consumption by persons with disabilities. Promote the establishment and completion of a diversified and multi-level barrier-free consumption rights protection system for persons with disabilities, expand complaint channels, improve the level of accessibility and intelligence of complaint channels, provide door-to-door rights protection assistance to consumers with disabilities who have difficulty traveling when necessary, increase the degree of accessibility and convenience of complaints by consumers with disabilities, improve the efficiency of consumer dispute resolution, and let consumers with disabilities feel at ease, rest assured, comfortable, and confident.
