"From the roads along the road to county-level cities and then to rural areas, the construction and use of charging piles also show different characteristics and difficulties, but the deeper it sinks, the fewer charging piles." Ms. Zhang, who drove back to her hometown during the May Day holiday, said.

The shortcomings of insufficient charging facilities urgently need to be filled. On May 5, the National Development and Reform Commission and the National Energy Administration issued the Implementation Opinions on Accelerating the Construction of Charging Infrastructure to Better Support the Rural and Rural Revitalization of New Energy Vehicles (hereinafter referred to as the Opinions). The "Opinions" mentioned that it is necessary to accelerate the realization of "full coverage of counties and counties" of charging stations and "full coverage of townships and townships" of charging piles in areas suitable for the use of new energy vehicles.

What is the current construction status of charging piles in townships and counties, and what is the difficulty? A reporter from Beijing Business Daily recently divided into multiple roads, followed the charging pile to "go to the countryside", observed and interviewed the different application scenarios of the charging pile along the way, and found that the charging pile still has a long way to go to achieve "full coverage of the countryside".

The number is small, and it is difficult to make a profit from the operation

On the expressways in Hebei, Shandong and Fujian, the Beijing Business Daily reporter observed 8 service areas of different sizes, all of which have charging stations, and generally set up 2-4 charging piles. Seven of the charging stations bear the State Grid logo, while two are NIO charging stations. Because during the holidays, there are new energy vehicles charging or queuing in the station.

Specific to the price of charging, a reporter from Beijing Business Daily searched on the charging pile operation platform such as Xindian and Special Call and found that the charging price of charging piles in high-speed service areas is generally 1.16-2.83 yuan / kWh on average.

"Compared with the underground garage in the central city with a row of more than a dozen charging piles, the biggest impression of charging piles on the highway is that there are few, and the nights of holidays are fine, and there are often queues during the day." Mr. Lu, the owner of Beijing New Energy Vehicle, said.

Regarding the overall situation of the charging pile on the highway, the Beijing Business Daily reporter contacted the charging pile operator Xindian Technology Co., Ltd., the company's co-founder Zheng Lingguo pointed out that unlike the situation that the queue of the highway charging pile is full as imagined by ordinary people, the profitability of the highway charging pile is not so good, there are many cars on holidays, there are not many cars in daily life, and few people will go to high-speed charging on weekdays.

In addition, the Beijing Business Daily reporter found on the first and second highways that compared with the highway, the charging pile is not only few, but also more difficult to find, often can only drive to a county core area to find the charging pile.

In addition, according to Zheng Lingguo, the construction of high-speed charging piles needs to deal with the relevant departments of the main body of the high-speed service area, and it is difficult for small enterprises to smoothly establish contact with the main body of the service area, even if the upper connection is established, the land lease price in the service area will be very high, plus the profitability of the high-speed charging pile is relatively low and the operation and maintenance trouble on the high-speed is troublesome, high cost and other characteristics, the current high-speed charging station in the charging pile is not much, the main body is not to profit as the main purpose of central enterprises, state-owned enterprises, as well as abundant funds, brand war large car enterprises, Such as NIO, ideal, etc.

County-level cities

There are many private piles, and it is difficult to install the community

After a long road back to the small city of his hometown, the breath of the charging pile has become a lot lighter. Except for the underground garages, scenic spots and individual industrial parks with high crowd density in small county center business districts, charging piles are not common in most areas of most counties.

It is worth noting that unlike the model of highways full of public charging piles, the charging piles in the county are a combination of public piles and private piles, and the main body of charging piles is more diverse.

According to Zheng Lingguo, the current construction of charging piles is mainly of four categories, the first is the earliest with the new energy vehicle rural policy to the third and fourth tier cities to layout charging piles of the State Grid, China Southern Power Grid and other central enterprises, the second is with the provinces and cities to encourage the construction of new energy vehicles and other local state-owned enterprises, the third category is a variety of spontaneous layout of charging pile operators, the fourth category is the charging pile of major brand car companies. Among them, the first three types are mostly public piles, which can be built after obtaining land use procedures and electricity approval, and the last type is private piles.

"Due to the for-profit nature of public charging piles, most public piles are built on demand in places with dense flow of people and traffic, including some charging stations for taxis in the county, and private piles are supplemented by private piles in communities with many people and less large traffic flows." Zheng Lingguo said.

As far as the construction of private piles is concerned, the Beijing Business Daily reporter contacted Ms. Quan, a salesperson of a BYD 4S store in Suizhou City, Hubei Province, as a consumer, Ms. Quang said that consumers who buy some fast charging models in the store can give away charging piles for free, help install in fixed parking spaces, and draw a line from the householder's home to use their own electricity, "because the state strongly supports new energy vehicles, the properties of the community will basically agree to install charging piles."

But the truth isn't exactly as Ms. Quang says. Mr. Liu, who lives in the old community, said that because he was worried about the safety of buried wires and voltage capacity, his community did not agree to the entry of charging piles, and the owners of new energy vehicles could only charge elsewhere nearby. At the same time, some car companies provide charging piles with easy charging, and car owners also need to buy their own insurance locks to lock the charging pile to prevent others from charging with their own piles at will.

Rural area

Although the electricity bill is low, it is difficult to replace the oil truck

Coming to the sparsely populated countryside, the public pile charging station is already a trendy to little-known product. As Zheng Lingguo said, public charging piles are for profit, and no construction entity will build public piles in rural areas with fewer people and fewer cars, which is the world of private piles.

As mentioned by Ms. Kuang, as long as you buy a certain model of new energy vehicles, brand car companies can give away and help install new energy charging piles for free. In rural areas with independent homes, land and electricity approval are not required, and they can be used anytime and anywhere when installed in their own homes, and they are also exempted from the embarrassment of being stolen electricity.

Compared with public piles, the price advantage of private piles is particularly obvious. Mr. Deng, who lives in the northern suburbs of Suizhou City, Hubei Province, calculated an economic account for the Beijing Business Daily reporter, and the average price of private piles was 0.5 yuan / kWh, and the average price of public piles in the city was 1.4 yuan / kWh. According to the power consumption of 12 kilometers of 6.100 degrees, only 6 kilometers away, private pile charging only 3.17 yuan, public pile 64.<> yuan, and in some scenic spots the price of public pile may be higher. In addition, Mr. Tang also pointed out that most of the private piles are slow charging, and the public piles are fast charging, and slow charging is better for cars.

"However, the safety risks of private piles are also obvious." Mr. Tang said that installing charging piles at home requires the purchase of transformers and grounding wires, and there will be problems when the wiring is old.

Why is it relatively easy to install charging piles in rural areas, but only private pile placement is less common? Cost and profitability are also major issues. Zheng Lingguo said that the price of new energy vehicles is cheaper than that of oil vehicles, but the same 10,<> yuan to buy a car, the performance of oil vehicles will be much higher than that of new energy vehicles, which is the reason why many people, especially rural people, choose oil vehicles. In the context of this unsaturated new energy vehicle in the rural market, the profit of installing charging piles in rural areas is not enough to cover the installation cost, and naturally no company is willing to install public piles here.

On the whole, private piles are still pinned on high hopes. According to the construction plan of public and private piles in China in the "Guidelines for the Development of Electric Vehicle Charging Infrastructure", it is planned to build 2020.480 million charging piles in 50, of which the targets for public piles and private piles are 430,2020 and 80.7 million respectively. In 56, the number of public charging piles in China was 4,87, a year-on-year increase of 4.24%, and the number of private charging piles was 3,<>, a year-on-year increase of <>.<>%.

In rural areas, there is still broad scope for private pile construction per household.

Future layout Accelerate construction, suitable for "full coverage" of areas

In recent years, China has gradually built the world's largest charging infrastructure system, including 521.<> million charging piles, with the largest radiation area and the most complete service vehicles. At the same time, with the rapid development of new energy vehicles in China, the layout of charging piles is also accelerating.

At present, charging piles and charging stations in many townships and counties have been placed. For example, at the end of 2022, Guangdong Province took the lead in announcing the full coverage of public charging piles in 1123,<> townships under its jurisdiction.

In addition, according to the data released by the China Charging Alliance, the incremental ratio of China's charging infrastructure pile vehicles in 2022 will be 1:2.7, which is still far from the national goal of 1:1. In rural areas, the popularity of charging piles is even more insufficient. From the perspective of Huzhou, Zhejiang alone, before the "electric pile to the countryside" project, about 90% of the charging piles in Huzhou City were concentrated in the central city and county seat.

Based on such realities, the Opinions propose to strengthen the layout of public charging infrastructure. Support local governments to carry out county and township public charging network planning in combination with actual conditions, and do a good job in connecting with land and spatial planning and distribution network planning, and accelerate the realization of "full coverage of counties and counties" of charging stations and "full coverage of townships and townships" of charging piles in areas suitable for the use of new energy vehicles.

The "Opinions" also mentioned that it is necessary to reasonably promote the construction of centralized public charging stations, give priority to the allocation of public charging facilities in county and township enterprises and institutions, commercial buildings, transportation hubs (stations), service areas (stations) along highways, etc., and extend to relocation centralized resettlement areas, key villages of rural tourism, etc., and accelerate the construction of charging piles along highways, qualified gas stations and other places in combination with the development of rural self-driving tours.

Development problems are "not in place", and there is a gap between supply and demand

Policy assistance has been provided, but charging piles need to go to the countryside, and they need to "go to a few more cities".

The first "city" that needs to be captured is the cost problem. The relevant person in charge of Beijing Dianmanman Technology Co., Ltd. told the Beijing Business Daily reporter that at present, Dianmanman has some charging piles in counties and townships, but there are not many. "If you want to build it in counties and townships, you have to do it in places where there are new energy buses, taxis, and logistics vehicles." The person in charge said, "Because the pile cannot be separated, without a car, pile building is a waste of power resources, land resources, and capital resources. ”

For Lu Buyun, an expert in business and strategic management and founder of Her Power, this is a matter of supply and demand. She told the Beijing Business Daily reporter that if the spread and use of new energy vehicles are enough, the supporting charging facilities will generate a long-term stable revenue market, driving downstream charging piles to seek profits.

However, at present, the proportion of new energy vehicles in China is not high, accounting for only 4.1% of the total number of vehicles, and the proportion of new energy vehicles in rural areas is even lower.

In addition to the cost, a series of conditional problems have also become the difficulty of charging piles to go to the countryside. "New energy is a general trend, which is like the gas station in those days, it is a long-term business that is just needed. However, the distribution of charging piles needs to form a certain scale effect, and there are also a series of conditional problems. For example, the qualification issues involved in the construction of charging piles, the nature of land use and its service life, the power supply power of the site laid and increased through the power grid company, site planning and technical support, power supply equipment procurement, operation management issues, etc. ”

Lu Buyun said, "It can be seen that this involves a series of practical issues such as compliance licenses, funds, cooperation authorization, and long-term operation, which are not what the resource side wants to do, but also need local governments to take the lead in relevant tandem, and also need to support the driving and assistance of subsidies."

The way to break the situation To reduce costs, the integration of vehicle piles is the key

The "road to the countryside" of the charging pile urgently needs to be blocked. Among them, on the issue of conditions, Lu Buyun pointed out that the urban distribution has been basically perfected, but going to the countryside involves more complex geographical and conditional issues, "the development of the sinking market, need to pay attention to the need to pay attention to the need to simply adopt the urban model, need to cooperate with the local area, consider local characteristics, return on investment cycle, combined with the type and distribution of energy vehicles, concentrated regional distribution, etc., with the government taking the lead in supervision, bidding, organizing land use, joint power grid, etc., is more feasible."

In addition, the Opinions have given some policy thrust on what many experts consider to be the "main issue". The "Opinions" mentioned that places with conditions are encouraged to introduce special support policies for the construction and operation of public charging infrastructure in rural areas. Use local government special bonds and other tools to support the construction of charging and swapping infrastructure such as eligible expressways and ordinary national and provincial trunk highway service areas (stations), public car and tram depots and bus passenger stations. In addition, the "Opinions" proposed that to promote the construction and sharing of community charging infrastructure, residential community management units should actively assist users in installing charging facilities, and can explore mechanisms for cooperation with charging facility operators.

It is worth noting that as the relevant person in charge of Dianmanman said, "the vehicle pile is integrated", and there is an associated relationship between the density of charging piles going to the countryside and new energy vehicles. New energy vehicles in fourth- and fifth-tier cities and regions are less likely to affect the layout of charging piles, and the lack of charging piles also limits the development of new energy vehicles. "In areas with relatively few new energy vehicles, the economy is often not very developed, and it is difficult to guide the construction of charging piles and the purchase of new energy vehicles through bilateral subsidies. Moreover, because of the relative shortage of charging piles, residents have doubts about buying new energy vehicles. Gao Chengyuan, founder of Yuanyuan Marketing Consulting, told Beijing Business Daily.

In addition, the "Opinions" also mentioned supporting the purchase and use of new energy vehicles in rural areas, focusing on the associated relationship between vehicles and piles to carry out two-way efforts.
