(Economic Watch) China's development of advanced manufacturing clusters will accelerate

Beijing, May 5 (ZXS) -- China has developed 10 advanced manufacturing clusters. Under the new round of favorable policies, the development of advanced manufacturing clusters will accelerate.

Recently, the executive meeting of the State Council adopted the opinions on accelerating the development of advanced manufacturing clusters, emphasizing that the development of advanced manufacturing clusters should be placed in a more prominent position.

Hou Yanquan, director of the Regional Development Research Office of the Planning Institute of the CCID Research Institute, told the China News Agency that in recent years, the development of China's advanced manufacturing industry has achieved remarkable results, forming a number of advantageous areas with strong core competitiveness.

In November 2022, China's Ministry of Industry and Information Technology announced the list of national advanced manufacturing clusters. Among the 11 clusters, there are 45 in the field of new generation information technology, 13 in the field of high-end equipment, 13 in the field of new materials, 7 in the field of biomedicine and high-end medical devices, 5 in the field of consumer goods, and 4 in the field of new energy and intelligent networked vehicles, covering the key areas of manufacturing power construction.

According to the official website of the Ministry of Industry and Information Technology, the output value of the leading industries of these 45 clusters will exceed 2022 trillion yuan (RMB, the same below) in 20, and more than 170 national-level single champion enterprises and more than 2200,<> national-level specialized and special new "little giant" enterprises have been cultivated.

Hou Yanquan said that with the profound changes in the international industrial competition pattern, networked collaborative innovation, group technological breakthroughs, and clustered industrial layout have become the current general trend of manufacturing development.

Cultivating and developing advanced manufacturing clusters will further give full play to the advantages of China's manufacturing industry with large scale, complete chain and broad development space, which is of great significance for smoothing the domestic and international dual circulation of manufacturing, promoting the modernization of the industrial chain, and improving the resilience of the industrial chain and supply chain.

Practice shows that the world's major manufacturing powers have a number of advanced manufacturing clusters with global influence, such as the Silicon Valley electronic information cluster in the United States, the Stuttgart automobile cluster in Germany, and the Kyushu semiconductor cluster in Japan. Hou Yanquan said that from the perspective of international experience, cultivating and developing advanced manufacturing clusters is an important path to stimulate the scale effect and competitive advantage of the manufacturing industry, reshape the development ecology of the manufacturing industry, and lead the manufacturing industry to the middle and high end of the value chain.

At present, many local governments in China have issued policies to support the development of advanced manufacturing clusters. For example, Shenzhen, which has four advanced manufacturing clusters, including a new generation of information and communication clusters, proposed in the "Several Measures to Promote the High-quality Development of the Manufacturing Industry to Unswervingly Build a Manufacturing Strong City" to formulate an implementation plan for cultivating advanced manufacturing clusters and cultivate and expand trillion-level and 4-billion-level advanced manufacturing clusters.

Zhejiang's "415X" advanced manufacturing cluster construction action plan (2023-2027) proposes that by 2027, the operating income of enterprises above designated size of the "415X" advanced manufacturing cluster will exceed 12 trillion yuan, the core area of provincial-level characteristic industrial clusters exceeding 1000 billion yuan will reach about 20, and the number of world-class enterprises will reach about 15. By 2035, the global advanced manufacturing base will be basically built.

China will accelerate the development of advanced manufacturing clusters. The executive meeting of the State Council proposed to develop advanced manufacturing clusters, adhere to the national chess game, guide all localities to give play to their comparative advantages, and make efforts in specialization, differentiation and characteristics, so as to do something and not do something.

The Ministry of Industry and Information Technology previously proposed to deeply implement the special action for the development of advanced manufacturing clusters. Focus on key fields such as construction machinery, rail transit, optoelectronic information, energy and power equipment, textiles and garments, and build a world-class advanced manufacturing cluster.

Hou Yanquan said that it is expected that the next step will focus on the development of the whole country, the overall layout of traditional industries and emerging industries, as well as the collaborative innovation of cluster production, education and research, high-end intelligent and green transformation, the cultivation of high-quality enterprise groups, and the ecological construction of industrial development.

Wang Qing, chief macro analyst of Oriental Jincheng, said that it is expected that the next fiscal policy, monetary policy, industrial policy and science and technology policy will introduce or strengthen policy tools for the development of advanced manufacturing, including targeted tax exemptions, manufacturing transformation and upgrading loan support plans, and accelerating the implementation of a number of major manufacturing investment projects.
