The Guiding Opinions put forward a series of targeted measures to further strengthen the supervision of the medical cosmetology industry, standardize and promote the development of the medical cosmetology industry.
When introducing the relevant background of the issuance of the Guiding Opinions, the head of the relevant department of the State Administration for Market Regulation pointed out that medical cosmetology has both medical and consumption attributes, which is directly related to people's life, health and safety, and the sustainable and healthy development of the medical cosmetology industry is inseparable from standardized and efficient industry supervision. In recent years, China's medical beauty industry has developed rapidly, but prominent problems such as illegal medical practice, frequent counterfeit goods, false publicity, and price fraud have also been gradually exposed, seriously endangering people's lives and health and the legitimate rights and interests of consumers.
In order to effectively protect the health and life safety of the people, effectively maintain the order of medical cosmetology diagnosis and treatment and market order, and promote the healthy and orderly development of the medical cosmetology industry, the person in charge said that the "Guiding Opinions" requires strengthening the supervision of the medical cosmetology industry and maintaining a high-pressure and severe crackdown on chaos in the industry, which is to sweep away "black institutions", "black doctors" and "black medicine and equipment", prevent the phenomenon of "bad money driving out good money" in the medical cosmetology industry by regulatory means, and provide a fairer and more orderly market environment for the healthy development of medical cosmetology institutions in accordance with the law.
The person in charge said that in terms of specific policy design, the Guiding Opinions require market supervision departments to do a good job in business entity registration management services; Health administrative departments should further refine the approval standards, improve the approval process, do a good job in industry access gates, and do a good job in publicizing compliance institutions and personnel; The competent departments of the life and beauty industry should strengthen guidance to relevant industry associations, and advocate that life and beauty institutions post warning words "must not provide medical beauty services".
