Haikou Customs introduced on the same day that in the first month of the implementation of the policy, a total of 5 million yuan (RMB, the same below) of "buy and withdraw" tax-free shopping and 1.3 million yuan of "guarantee and withdrawal" shopping amount.
Starting from April 4, when purchasing duty-free goods at outlying island duty-free shops (excluding online sales windows) with valid documents and outlying island information, passengers from Hainan Islands can "guarantee and pick" duty-free goods with a unit price of more than 1,5 yuan (inclusive), and "buy and pick up" duty-free goods with a unit price of not more than 2,<> yuan (excluded) and listed in the list attached to the announcement. According to the regulations, the customs will not verify the items when leaving the island in the form of "immediate purchase and withdrawal", and the guarantee will be refunded after leaving the island in the "guarantee and withdrawal" method.
According to Haikou Customs statistics, the duty-free goods on the outlying islands that are picked up on a "buy and pick" basis mainly include cosmetics, perfumes, bags, infant milk powder and other 15 types of goods, all of which are selected by tourists, among which the best-selling goods are cosmetics, bags, clothing and accessories.
The reporter saw in many duty-free shops in Haikou in April that many tourists chose to pick up their goods on the spot. Travelers say that the "pick-up" method meets their needs during their stay on the island, providing a more diversified shopping option.
Wang Shenghong, deputy general manager of Sanya Duty Free Shop Co., Ltd., said that the implementation of the "buy and pick" policy has reduced the pressure on logistics distribution and warehousing of other pickup methods, which is conducive to the further optimization of the logistics system of enterprises.
According to the customs, "guarantee and withdrawal" effectively solves the dilemma of insufficient shopping time for tourists. Before the implementation of the new policy, passengers who have been on the island for less than 6 hours mostly choose to give up shopping or mail delivery, and after the implementation of the new policy, passengers can choose to "guarantee and pick" to meet their shopping needs.
At the same time as the implementation of the new policies of "guarantee and withdrawal" and "purchase and withdrawal", the duty-free market of Hainan's outlying islands is experiencing rapid growth.
