In the Persian market that the parties have converted housing policy, the President of the Government, Pedro Sánchez, yesterday put in the showcase another proposal: build 20,000 new public and affordable rental housing on land owned by the Ministry of Defense through Sepes, the Public Land Business Company that depends on the Ministry of Transport, Mobility and Urban Agenda. The point is that the agreement with the Department directed by Margarita Robles is not yet closed and that these lands are still in the analysis and identification phase. Starting the house on the roof never made more sense than now.

According to sources from Sepes to EL MUNDO, the Society is currently negotiating with Defense the transfer of new land with the capacity to build the 20,000 houses announced yesterday by Sánchez. "We are in the soil identification phase. The land is being analyzed and the details are being closed," they say, without wanting to set a date for a possible agreement or budget for its execution. The same sources have not specified where these lands are located, only that they are trying to have geographical structuring to try to locate them in areas with demand and need for affordable rent, and it is not known when they would be ready to enter to live those properties, since in the package that is studied finalist soils are included, but also others pending urban processing. To the period to tune the soils would have to add the time necessary for the bidding of the works and for the construction and promotion of the same, something that will take several more years.

Yesterday's announcement by Sánchez is part of the fever of proposals in which the Government has embarked in recent weeks in the face of the appointment with the polls on May 28 and the general elections in December. After the agreement to approve the Housing Law, rather than building houses, the Executive has started to raise castles in the air: first it announced a package of 50,000 public housing for affordable rent from the Sareb, but almost a third of them are already occupied irregularly, another third will take years to build and, Of the rest, a good part is located in areas of less tension. Days later, the president promised the construction of another 43,000 houses that would be financed with ICO credits, which added to the 20,000 yesterday would allow the incorporation of 113,000 properties for the public park. To that figure, Sánchez also adds the houses already projected by the Ministry of Transport with the Housing for Affordable Rent plan, which leaves the final figure at 183,000 more properties.

"Breads and floors"

"The miracle of the loaves and the floors," PP leader Alberto Núñez Feijóo said yesterday after hearing the proposal during his face-to-face in the Senate with the president. The announcement surprised the head of the popular and almost caught Sepes himself off guard, who in recent months has been working on the development of other similar projects.

In October, it signed an agreement with the Ministry led by Raquel Sánchez to establish a collaboration framework to promote the construction of social or affordable rental housing on public land within the Affordable Rental Housing Plan (PVAA) in stressed market areas. Under this agreement, residential actions were assigned located in Malaga (Buenavista Residencial), Seville (Artillery Regiment), Ibiza (Ca N' Escandell), Madrid (Camp), Valencia (Artillery Barracks and Engineers Barracks), Palma de Mallorca (Son Busquets) and Menorca (Vasallo-Mahón). Projects in Ceuta (Loma Colmenar) and Melilla (Gabriel and Morales) were also included.

In these actions, Sepes had planned the construction of 15,300 homes -12,000 of which correspond to the controversial operation Campamento de Madrid- and its plan is to continue incorporating land until achieving a capacity for 23,000 properties. His forecast is that the first homes can be delivered between 2025 and 2027, which gives an idea of how long the other 20,000 announced yesterday by the president of the Executive could be delayed, taking into account that there is not even land available and assigned for them.

Sánchez's idea would be to replicate the strategy that Sepes was already deploying, that is, to take public land and make it available to local and regional administrations to deal with its development or that the Public Land Business Society is responsible for the construction itself if there is no administration that is interested in doing so.
