Li Junchao's home is a small two-story building in the middle of Daizhuang Village. After Li Junchao returned from Zhejiang to work five years ago, he saw that the development of Daizhuang was getting faster and better, so he decided to open a small restaurant in the village and no longer go out to work.

In July 2018, Lankao County, Henan Province became the country's first rural energy revolution pilot construction county, after nearly five years of development, Li Junchao's home has also undergone great changes, one of the manifestations of which is that natural gas arrived at home in 7, which reduced the cost of opening a hotel a lot.

In the past, Li Junchao's restaurant used liquefied gas, "now natural gas is directly connected to the home, and the initial installation fee is waived, which is compared to liquefied gas, and now the use of natural gas saves more than half of the cost."

The arrival of natural gas into homes has greatly changed the appearance of Daizhuang Village. Li Junchao said that in the past, many villagers burned straw for cooking, and the phenomenon of piling up indiscriminately was more serious. As natural gas arrives in their homes, many villagers return straw directly to their fields, not only providing organic fertilizer for agricultural production, but also improving the environment in the village.

It is understood that the realization of pipeline natural gas village connection is a major achievement of Lankao County's pilot construction of rural energy revolution. At present, the natural gas medium pressure pipeline network in Lankao County has reached 584 kilometers, realizing the connection of natural gas villages and villages, and the number of users has reached 22,7 households.

In Li Junchao's eyes, another big thing is that the local government has built a "photovoltaic shed" for itself for free.

"This is an initiative to promote the rural energy revolution in Lankao County, mainly using public buildings and villagers' roofs, farmland idle land, courtyard vacant land to build photovoltaic power generation and solar heating projects." Dai Yujian, secretary of the party branch of Daizhuang Village, introduced that the rooftop photovoltaic of Daizhuang is invested and constructed by State Power Investment, with an annual income of 40 yuan per photovoltaic panel and an annual income of about 1600 yuan per household, which is equivalent to the income of a variety of 2 acres of land, and stable income for 20 years.

The reporter saw in Li Junchao's home that the yard and roof covered a total of more than 200 square meters of photovoltaic power generation panels.

Li Junchao calculated that in the sunny summer, it can generate more than 200 kilowatt-hours of electricity per day, and even in winter, it can generate more than 100 kilowatt-hours per day. In addition to meeting their own consumption, the rest of these electricity will be sold to the State Grid at a price of 0.3779 yuan per kWh, which can make hundreds of yuan per month, and the economic benefits are considerable.

"In the past, the family was reluctant to use air conditioning in winter and summer, mainly because the electricity bill was too high, and after installing the 'photovoltaic shed', the electricity consumption could be completely self-sufficient." Li Junchao said that in the past, during the peak period of summer electricity consumption, power outages were commonplace, and since the construction of the "photovoltaic shed", the problem of power outages has been basically solved.

Up to now, more than 50 villagers in Daizhuang Village have carried out the "photovoltaic shed" transformation of their courtyards, all due to the "county-wide promotion" work launched in 2021. Lankao County first chose to carry out pilot projects in the resettlement area of Guying Town, Daizhuang Village in Yifeng Township, Fulou Village in Sanyizhai Township and Xigangtou Village in Lanyang Street, and then comprehensively promote the development of rooftop photovoltaic in the whole county on the basis of the pilot village.

"The 'photovoltaic shed' has more and more 'mass base' in Daizhuang Village." Dai Yujian said that the biggest advantage of developing photovoltaics in rural areas, especially household photovoltaics, is that there is no need to occupy agricultural land, and light energy can be converted into electricity through idle roofs in rural areas.

At present, the installation of the "photovoltaic shed" in Daizhuang Village is still in progress. Dai Yujian said that because the photovoltaic panels are relatively heavy, the quality of the building of "photovoltaic sheds" has higher requirements for the quality of the houses, and according to the current situation, 60% of the farmers in the village will meet the application conditions.

It is understood that with the development of "the promotion of the whole county", more and more villagers will benefit from the dividends brought by photovoltaic projects. Up to now, Lankao County has built 10,3500 kilowatts of rooftop distributed photovoltaics, benefiting 70,600 farmers and <> village collectives, and supporting rural revitalization of more than <> million yuan per year.

Energy Revolution "Next City"

"As a typical agricultural county, Lankao is rich in energy resources such as wind, light, heat, agricultural and forestry waste, and livestock and poultry breeding waste, and has good basic conditions for carrying out rural energy revolution pilots." According to the Overall Plan for the Pilot Construction of Rural Energy Revolution in Lankao County (2017-2021), Lankao County is a relatively rich area in Henan Province with relatively rich solar energy resources, and the current economic development capacity is 27.68 billion kWh/year. Lankao County has flat terrain, under the background of the rapid development of domestic low wind speed fans, it has good development potential, geothermal energy is also relatively rich, the annual extractable resources of the county are about 72.<> billion kilojoules, and the outlet temperature can reach <> °C.

According to reports, by promoting the development of rural renewable energy such as wind energy, solar energy, and biomass energy, at the end of 2022, the installed capacity of renewable energy power generation in Lankao County will be 116.8 million kilowatts, and the proportion of renewable energy power generation in the whole society's electricity consumption has increased from 2016% in 21 to 95%.

Recalling the past Lankao County, due to the lack of fossil energy, the county mainly uses electricity and oil and gas supplies from outside the country, and there is only a small amount of photovoltaic power generation locally. Just five years ago, Lankao accounted for 63% of external electricity and only 23% of clean energy consumption.

At present, rural renewable energy has also been fully developed, which is promoting Lankao County from "energy consumption front-end" to "energy production front-end". "In March 2021, Lankao County achieved 3 hours of continuous all-clean energy power supply for the first time, creating a new record for all-clean energy power supply in Henan County." The plan shows that in addition to continuing to promote the development of rooftop distributed photovoltaic in the whole county, Lankao will also carry out the "Wind Control Plan for Thousands of Villages" in the future, that is, select some administrative villages in the county, and build a wind turbine in each village to promote the economic development of the village. At the same time, the geothermal central heating area will also be increased and the integrated carport of solar storage and charging will be improved to achieve low-carbon rural production and life.

Wang Peng, professor of North China Electric Power University and executive director of the National Energy Development Strategy Research Institute, has visited Lankao many times to conduct field research and is deeply impressed by the pilot construction of rural energy revolution in the county.

In Wang Peng's view, the reason why Lankao County has achieved such great achievements in recent years is mainly to sort out and optimize its own resources, effectively combining the energy revolution and rural revitalization, and the "Lankao experience" is worth learning from other parts of China.

Wang Peng believes that although the rural energy revolution in Lankao County has achieved important phased results, there are still many problems to be solved, "Lankao County proposed the next step to build a rural energy revolution pilot construction demonstration county, which is a self-pressurizing process, which needs to be further deepened and implemented, and the project is really deepened and thorough." ”
