On April 4, Xiong'an New Area celebrated its sixth anniversary. From the former "blank piece of paper" to today's heat and rapid changes, in the past six years, Xiong'an New Area has grown joints, and the construction progress has presented the following five highlights.

Two "1+N" systems
The nine-story platform starts from the soil. In the past six years, the planning and policy system of Xiong'an New Area has been formed, presenting a "1+N" pattern.
In the "1+N" planning system, "1" refers to the planning outline of Xiong'an New Area, and "N" refers to the overall planning of Xiong'an New Area, the control plan of the start-up area, the detailed planning of the start-up area, the four basic plans and more than 4 special plans of the Baiyangdian ecological environment governance and protection plan.
In the "1+N" policy system, "1" is the "Guiding Opinions of the CPC Central Committee and the State Council on Supporting Hebei Xiong'an New Area to Comprehensively Deepen Reform and Expand Opening Up", "N" includes relevant supporting implementation plans, and relevant parties have issued 19 supporting implementation plans, providing strong policy support for the development of Xiong'an New Area.
Plan before you move, plan first. Shi Minjun, director of the Xiong'an Development Center of Zhejiang University, stressed that starting construction after every inch of land is clearly planned is an important requirement of the central government for the construction of Xiong'an New Area. A good top-level design is an important embodiment of the high-standard, high-quality and orderly promotion of the construction of Xiong'an New Area, which is conducive to the construction in the direction of conforming to the overall strategic goals.
An unchanging "original intention"
Easing Beijing's non-capital functions is the original intention of establishing Xiong'an New Area. In the past six years, the construction of Xiong'an New Area has adhered to its original intention and steadily advanced.
From 2021, universities, hospitals and central enterprise headquarters under ministries and commissions in Beijing will promote the evacuation of relevant non-capital functions to Xiong'an New Area in phases and batches. At present, a number of major relief projects have been implemented in an orderly manner, including the first batch of landmark relief projects have been successively implemented in Xiong'an New Area, the main structure of China Star Network headquarters has been capped, the construction of many central enterprise headquarters has been accelerated, and the first batch of universities and hospitals to be evacuated have determined their sites.
The vision of promoting the coordinated development of Beijing-Tianjin-Hebei with the "bull's nose" to ease Beijing's non-capital functions and build Xiong'an New Area with high starting point planning and high standards is gradually becoming a reality in the hot land of Xiong'an.

A modern city silhouette

Residential buildings have risen one after another, building a "happy nest" for nearly 12,<> people in Rongdong, Rongxi and Xiongdong areas; Accelerate the construction of a crisscrossing external backbone traffic network, and promote the integration of Xiong'an New Area into the "Beijing-Tianjin-Hebei region on the track"; A huge network of municipal roads, comprehensive pipe corridors, gas and other municipal facilities has gradually taken shape, adding more human fireworks to the city.
"In terms of modern urban construction, Xiong'an New Area adheres to high-starting point planning, high-standard construction and high-quality development, and constantly meets the needs of urban residents for high-quality life." Jia Ruoxiang, director of the Comprehensive Research Office of the Institute of Land Development and Regional Economy of the National Development and Reform Commission, said that the construction of Xiong'an New Area has created a new model of three-dimensional comprehensive development of urban space in China, and is transforming the blueprint of an ecological and livable city built on the ground, an increasingly perfect municipal facilities city built underground, and a digital smart city built in the "cloud" into reality.
A green ecological picture
Planting green first and building a city later is an important new concept in the construction of Xiong'an New Area. In the past six years, the sky in Xiong'an New Area has been bluer, the water is clearer, and there are more trees, and a green Xiong'an ecological picture has been unfolded.
In 2017, the first tree was planted in the "Millennium Show Forest" project in Xiong'an New Area, and the green has gradually spread in Xiong'an, with a forest coverage rate of 34%. In the past six years, driven by a series of ecological treatment projects, the concentration of major pollutants in Xiong'an New Area has dropped significantly, the water quality of Baiyangdian, known as the "kidney of North China", has improved year by year, biodiversity has been continuously improved, and the urban ecological background has been further consolidated.
"Ecological priority and green development are an important part of the construction of Xiong'an New Area with high standards and high quality, and are intrinsic requirements for promoting the harmonious development of man and nature." Jia Ruoxiang said that "planting green first, building a city later" is to integrate Xiong'an New Area into a large garden, compose an ecological picture of blue and green intertwining and the integration of Diancheng, and create a livable place for high-quality life.

A network of public service systems
Over the past six years, a high-quality public service network integrating hospitals, education, government affairs, employment and other services has been slowly rolled out, "net" residents' livelihood affairs, and more "net" residents' sense of gain, happiness and security.
The kindergarten, primary school and middle school projects aided by Beijing in the start-up area were completed and delivered, and the main structure of the hospital project was capped; Dozens of high-quality schools and high-level medical institutions in Beijing-Tianjin-Hebei have established cooperative relations with Xiong'an New Area; Government services should be "nearby, self-service, and online"; The development of vocational skills training, the cultivation of high-end high-tech industries and the successive occupancy of high-quality enterprises are all "escorting" employment in many aspects.
"The improvement of public services is not achieved overnight, but a gradual and cumulative process, which takes a long time." Looking forward to the future, Shi Minjun stressed that Xiong'an New Area should not only "build nests and attract phoenixes", but also "keep phoenixes to build nests". Continuous improvement of the public service system will help Xiong'an New Area cultivate endogenous "hematopoietic function" and lay a solid foundation for retaining talents and developing related industries.
