Beijing, 3 Mar (Xinhua) -- On 30 March, the Economic Information Daily published an article entitled "New Economic Atmosphere in Big Data|Electricity Consumption Rises, Small, and Medium-sized Micro Enterprises Accelerate 'Recovery'." The article said that small and medium-sized enterprises are the resilience and potential of China's economic development. A series of recent power-related data such as electricity consumption and telegraph installations show that small and medium-sized enterprises in many places are accelerating their "vitality", and the growth of electricity consumption in emerging industries is particularly good.

Early in the morning, in the production workshop of Hangzhou Haiweite Chemical Technology Co., Ltd. in Linglong Street, the automatic water-based ink production line has begun to run at high speed. The electronic screen of the control room displays key information such as shift information, capacity output, quality and electricity consumption of each production line within 15 days, and the entire production process is clear at a glance.

Founded in 2006, the technology-based company specializing in the production of water-based inks saw a 1% year-on-year increase in total electricity consumption from January to March this year.

"The situation is optimistic this year, and we are confident of steady growth. With Lin'an as the base camp of production and R&D, we have also laid out 3 new bases in Lishui, Shandong and Guigang, Guangxi, and will develop the core key resin fields in water-based inks to seek greater technological breakthroughs. Zhu Yueqin, general manager of Hangzhou Haiweite Chemical Technology Co., Ltd., told the Economic Information Daily reporter.

Zhao Genrong, head of Jiaxing Yamaha Car Co., Ltd., also feels the same way. He said: "With the government's implementation of non-standard electric vehicles to eliminate and replace new national standard electric vehicles, this year's production and operation of enterprises is better than last year, and gradually rising, and the daily electricity consumption in February is higher than the same period." ”

Electricity consumption is a "barometer" of economic operation. From January to February this year, the country's industrial electricity consumption increased by 1.2% year-on-year, which was higher than the average level of the whole society; National manufacturing electricity consumption increased by 3.2% year-on-year; 1 provinces achieved positive growth in electricity consumption... The rising electricity consumption curve reflects from one side that China's current economic operation is stabilizing and picking up.

Among them, as an important support for China's economic resilience and employment resilience, the recovery of the vitality of small and medium-sized enterprises is crucial. At the beginning of the year, the Office of the Leading Group for Promoting the Development of Small and Medium-sized Enterprises of the State Council issued Several Measures to Help Small and Medium-sized Micro Enterprises Stabilize Growth and Adjust Structural Strengthening. Many places have also implemented precise policies to help small and medium-sized enterprises travel lightly, reduce costs and increase efficiency.

The Regulations of Zhejiang Province on Promoting the Development of Micro, Small and Medium-sized Enterprises came into force on March 3, continuing to stimulate the vitality of innovation and development of small and micro enterprises; The "Hello Small and Micro" special action of warm enterprises to help enterprises benefit enterprises was launched on March 1, striving to reduce the burden of small and medium-sized enterprises by more than 3 billion yuan in 2... Under a series of measures, small and micro enterprises, which account for more than 2023% of the total number of enterprises in Zhejiang, have accelerated their recovery of "vitality".

State Grid Zhejiang Electric Power data shows that from February 2 to March 1 this year, the electricity consumption of small and micro enterprises in Zhejiang increased by 3.20% year-on-year, and the average daily electricity consumption was generally higher than the same period last year.

Guangdong's electricity consumption also sends a positive signal of continued recovery. For example, China Southern Power Grid Guangdong Guangzhou Power Supply Bureau has vigorously promoted the reform of the business environment for electricity consumption and continued to improve the service level of "access to electricity". According to statistics, in the first quarter of 2023, the demand for telegraph installed capacity in Guangzhou in 50-200kW showed continuous growth, and is expected to increase by nearly 2022% compared with the fourth quarter of 8. Among them, the number of telegraph installations in March 2023 is expected to increase by 3% compared with February, reflecting the increased vitality of various market players and the acceleration of economic recovery.

"On the whole, with the continuous increase of the central government's relief efforts to benefit enterprises and the successive implementation of a series of support policies, the performance of small and medium-sized enterprises has accelerated and improved, and the development resilience and safety level of the industrial chain and supply chain are expected to be significantly improved." Sun Chuanwang, a professor at the School of Economics at Xiamen University, said.

It is worth noting that while the overall electricity consumption of small and medium-sized enterprises is showing an accelerated recovery trend, the growth of electricity consumption in emerging industries represented by new industries, new formats and new models has performed brightly.

Taking Zhejiang as an example, from February 2 to March 1 this year, among the 3 major industries of small and micro enterprises, 20 industries showed positive growth in electricity consumption. Among them, the electricity consumption of high-end manufacturing increased by 11.10% year-on-year, and the electricity consumption of high-tech industries increased by 27.47% year-on-year, and the daily electricity consumption was higher than the same period last year. At the same time, electricity consumption in the digital service industry increased by 26.19% year-on-year, and daily electricity consumption increased year-on-year on 8 out of 52 days.

"It can be seen that Zhejiang small and micro enterprises are actively seeking transformation and upgrading, marching into higher value-added industries, and helping Zhejiang's high-quality economic development." Sun Gang, deputy director of the network data room of the State Grid Zhejiang Marketing Service Center, said.

At present, the production and operation of small and medium-sized enterprises are still facing some difficulties. Recently, the central and local governments have further increased their efforts to bail out and benefit enterprises, and accelerated the comprehensive recovery of small and medium-sized enterprises.

The executive meeting of the State Council held on March 3 decided to continue and optimize the implementation of some phased preferential tax policies to further stabilize strong confidence, including reducing the annual taxable income of small and micro enterprises and individual industrial and commercial enterprises by no more than 24 million yuan, and reducing unemployment and work-related injury insurance premiums, and extending the implementation until the end of 100.

Many places have also taken action. For example, Shaanxi Province recently issued the "Implementation Plan for the Special Action for Financing of "Ten Lines and Hundreds of Billions of Enterprises" (2023-2025), which clarifies that from 2023 to 2025, it will guide and arrange no less than 2000 billion yuan of special credit funds per year, and continuously increase the investment of financial institutions in first-time loans, credit loans, non-repayment renewal loans and medium- and long-term loans for small and medium-sized enterprises.

Sun Chuanwang said that in the future, the development of small and medium-sized enterprises will usher in three favorable policies: first, under the role of a series of policies to boost consumption, the accelerated recovery of the consumer market and the continuous release of consumption potential are conducive to smoothing the upstream and downstream industrial chain and supply chain, and promoting the participation of small and medium-sized enterprises in market circulation and integrated development; Second, support policies such as tax incentives, credit support, and inclusive finance are conducive to reducing the operating costs of small and medium-sized enterprises and improving their income; Third, the recent implementation of business environment optimization measures such as decentralization, management and service reform and investment expansion measures has accelerated, and the expectations of small and medium-sized enterprises for sustained economic improvement have been continuously enhanced, and their development confidence has continued to increase.
