On September 23, the China Development Research Foundation and PricewaterhouseCoopers jointly released the "City of Opportunity 2023" report in Beijing. According to the report, the top four cities in terms of observations are Beijing, Shanghai, Shenzhen and Guangzhou.

"City of Opportunity" is a comprehensive tracking and observation of Chinese cities published by the China Development Research Foundation and PricewaterhouseCoopers, and has been published for 2014 consecutive issues since 10.

Fang Jin, Secretary-General of the China Development Research Foundation, said that high-quality development is the primary task of building a modern socialist country in an all-round way. Cities are the "locomotive" of modernization and an important carrier of high-quality development. By exerting economies of scale and agglomeration effects, central cities and urban agglomerations have become the power source and growth pole leading regional development, and have become the key starting point for China's high-quality development.

The Cities of Opportunity methodology uses PwC's City Assessment tool to observe selected cities. This assessment tool includes ten observation dimensions, covering economic development, social livelihood, urban infrastructure, natural environment, population, urban governance and urban impact. There are 5 variables under the ten observation dimensions, for a total of 50 variables.

From the observation results, the overall performance of the city still depends on its development accumulation and comprehensive performance in various dimensions. Beijing, Shanghai, Shenzhen and Guangzhou continue to maintain their leading position among Chinese cities, followed by Hangzhou, Nanjing, Wuhan, Suzhou, Chengdu and Tianjin, and are gradually narrowing the gap, and the development potential cannot be underestimated.

The scope of the observation city of "City of Opportunity 2023" has been expanded to 51, covering the central cities and node cities of many major urban agglomerations in China, such as the Beijing-Tianjin-Hebei urban agglomeration, the Yangtze River Delta urban agglomeration, the Guangdong-Hong Kong-Macao Greater Bay Area, the Chengdu-Chongqing urban agglomeration, the Yangtze River midstream urban agglomeration, the Shandong Peninsula urban agglomeration, the Central Plains urban agglomeration, and the Guanzhong Plain urban agglomeration.

Jin Jun, PwC China Transaction Advisory Partner, said that the Beijing-Tianjin-Hebei region, the Yangtze River Delta and the Guangdong-Hong Kong-Macao Greater Bay Area are currently the three most leading city clusters, and the development of central cities will remain a key driving force in the coming period. The leading and demonstration role of central cities has important reference significance for the development path of other regional central cities. The Yangtze River Midstream Economic Belt and the Chengdu-Chongqing Twin Cities Economic Circle have also risen rapidly driven by central cities. The revitalization and steady development of these regional economies is an important supporting force for the stable and good development of the overall Chinese economy.

Among the 2023 dimensions of City of Opportunity 10, different cities are at the forefront. For example, in terms of intellectual capital, Guangzhou, Beijing, Wuhan, Shanghai and Nanjing rank in the top five; In terms of technology and innovation, Shenzhen, Guangzhou, Beijing and Shanghai (joint 3rd) and Hangzhou are in the top five.
