European Commission: imports will always be the main source of critical raw materials in the EU

"The EU will never be self-sufficient in the supply of this type of raw material, will continue to rely on imports for most of its consumption," the EC document says.

The European Commission noted the importance of developing international trade and diversifying suppliers of raw materials.
