China News Agency, Beijing, March 11th: Forging the "hard core strength" of the manufacturing industry, what else does China need to make up?

  China's manufacturing industry is moving towards the mid-to-high end. This year's government work report requires "focusing on the key industrial chains of the manufacturing industry, concentrating high-quality resources and working together to advance key core technology breakthroughs."

However, in the process of forging "hard core strength", there are still deficiencies in this key area that need to be made up.

  ——Make up for technical shortcomings

  Represented by high-speed rail, China's rail transit high-end equipment technology is developing rapidly.

In Zhuzhou, Hunan, the "capital of electric locomotives in China", tens of thousands of parts and components needed to produce an electric locomotive can be gathered within the time of drinking a cup of coffee.

  However, according to Li Donglin, deputy to the National People's Congress and chairman of CRRC Zhuzhou Electric Locomotive Research Institute Co., Ltd., it is not the "long board" but the "short board" that determines the long-term competitiveness of high-end equipment.

In recent years, China's high-end equipment manufacturing industry has made many achievements in the "strengthening chain" of the supply chain, but looking at the entire industrial chain and batch applications, the distance between high-end equipment and complete independent control still needs to continue to work hard.

  Li Donglin called for accelerating the construction of innovation platforms such as the National Industrial Basic Common Technology Center in the field of high-end equipment, and at the same time strengthening the joint innovation system, creating a complete industrial chain of "production-learning-research-use" that supports full autonomy, and reserving key cores for the future Technology to meet the needs of leading development of high-end equipment.

  Shan Zenghai, deputy to the National People's Congress and chief engineer of XCMG Construction Machinery Co., Ltd., also reminded that some high-end core components of construction machinery in China still rely on imports. Research and develop a batch of internationally leading mainframes and core components that lead the development of the industry.

 ——Fill in the funding gap

  The innovative development of the manufacturing industry is inseparable from financial support.

In the past five years, the balance of China's manufacturing loans has increased from 16.3 trillion yuan (RMB, the same below) to 27.4 trillion yuan, but many companies are still stumped by "lack of money".

  Jiang Ying, a member of the National Committee of the Chinese People's Political Consultative Conference and chairman of Deloitte China, told reporters from China News Agency that in the field of manufacturing, specialized and new enterprises are both innovation-driven and small and medium-sized enterprises, and the resources of innovative elements such as funds are relatively insufficient.

  Jiang Ying observed that such enterprises have a greater demand for high-end talents and professional technical talents, and at the same time, they have to invest higher wages than large enterprises to attract and retain talents, so there is greater pressure on talent supply and cost.

In addition, specialized and new enterprises have a large demand for R&D investment, and they are not dominant in asset mortgage and credit records. Coupled with the impact of the epidemic on cash flow, funding problems affect the sustainable innovation of enterprises.

  How to fill this gap?

Qi Xiangdong, member of the National Committee of the Chinese People's Political Consultative Conference, vice chairman of the All-China Federation of Industry and Commerce, and chairman of Qi Anxin Group hopes that finance will play a greater role.

For example, insurance companies and banks can be promoted to cooperate in customizing and developing exclusive credit products for specialized and new enterprises. Insurance companies can provide loan guarantee insurance to resolve the risk of bank loan bad debts and increase the enthusiasm of banks to promote exclusive credit products.

  ——Fill in guarantee gaps

  Whether it is major technical equipment or innovation by small and medium-sized enterprises, complete legal protection of intellectual property rights is required.

  Liu Feixiang, a representative of the National People's Congress and chairman of China Railway Construction Heavy Industry Group, found that the existing methods of obtaining evidence for intellectual property rights are inefficient and not timely.

When the right holder finds out that his rights have been infringed, the photos, videos, documents and other evidence obtained by himself cannot be used as the basis for finalizing the case. A notary must be invited to collect evidence on the spot. The process is time-consuming, uncertain and costly.

  "Major technical equipment is affected by factors such as the application environment and project cycle, and the timing of obtaining evidence is limited. If evidence cannot be obtained immediately, effective evidence of infringement will be easily lost." In response to this gap in guarantee, Liu Feixiang hopes that relevant parties will introduce major technical equipment. Including guidelines for patent infringement evidence collection in different industries, guide forensics subjects to standardize evidence collection and consolidate evidence, and comprehensively improve the awareness and ability of proactively obtaining evidence and consolidate evidence.

  Some companies deliberately apply for patents for existing technologies to obtain patent rights without using and improving innovation. This phenomenon of malicious litigation has attracted the attention of Dong Mingzhu, deputy to the National People's Congress and chairman and president of Gree Electric.

In her view, this violates the original intention of the patent system design and undermines the country's atmosphere of encouraging independent innovation. The subject of malicious patent litigation should be held accountable for civil infringement and a punitive compensation system for malicious litigation should be established.
