China News Service, Guangzhou, February 13th (Reporter Cheng Jingwei) The Guangdong Provincial Committee of the Communist Party of China held a mobilization meeting in Guangzhou on the 13th to comprehensively promote the "high-quality development project of hundreds of counties, thousands of towns and thousands of villages", and promote the coordinated development of urban and rural areas to a higher level and Forward to higher quality.

About half a month ago, Guangdong's "New Year's First Meeting" proposed to "rebuild a new Guangdong".

To achieve this goal, the Pearl River Delta cannot be relied on alone, nor can Guangzhou, Shenzhen and other big cities alone. Therefore, Guangdong has set its sights on the vast eastern Guangdong, western Guangdong and northern Guangdong, and the vast rural land.

In the past, people often said that "the richest place is in Guangdong, and the poorest place is also in Guangdong."

Guangdong's economic aggregate has ranked first in China for 34 consecutive years, and it will exceed 12.9 trillion yuan in 2022.

If calculated as a separate economy, Guangdong can break into the "top ten in the world", ahead of South Korea, Australia, Spain and other developed countries, and "rich Guangdong" is well deserved.

But at the same time, the unbalanced development between urban and rural areas has always been a basic province of Guangdong.

The area of counties in Guangdong accounts for more than 70% of the province, but only accounts for more than 10% of the total economic volume.

The latest statistics show that in 2022, the nine cities in the Pearl River Delta will account for more than 80% of the province's total economic output, while the 12 cities in eastern Guangdong, western Guangdong and northern Guangdong combined will account for less than 20%.

Based on Guangdong's historical position and historical conditions, the Second Plenary Session of the 13th Guangdong Provincial Committee of the Communist Party of China decided to launch the "High-quality Development Project of Hundreds of Counties, Thousands of Towns and Thousands of Villages" to focus on solving the long-standing "big problem" in Guangdong .

In this regard, Zheng Yongnian, dean of the Qianhai Institute of International Affairs of the Chinese University of Hong Kong (Shenzhen), commented that this is an important project for Guangdong Province to achieve rural modernization, high-quality agricultural development and common prosperity. Efforts should be made to transform the shortcomings of the development of counties, towns and villages into "potential boards" for high-quality development.

At this mobilization meeting, the "road map" of Guangdong's "Hundred Counties, Thousands of Towns, and Ten Thousand Villages High-Quality Development Project" gradually became clear. Three key tasks for high-quality development.

The county economy is connected to the city at one end and thousands of villages and towns at the other end.

Guangdong proposes to vigorously cultivate characteristic and advantageous industries, continue to promote the improvement of quality and efficiency in county-level industrial parks above the provincial level, and build the main engine of county-level economy.

Ai Xuefeng, director of the Guangdong Provincial Development and Reform Commission and director of the Provincial Greater Bay Area Office, said that Guangdong has scientifically classified 122 counties (cities, districts) in the province, formulated differentiated development goals, supporting policies, and work tasks; created a group of high-level The carrier of industrial transfer will support each county to make one or two characteristic and advantageous industrial clusters bigger and stronger.

As for the urbanization of counties, Zhang Yong, Secretary of the Party Leadership Group of the Department of Housing and Urban-Rural Development of Guangdong Province, said that this year Guangdong will implement an action to make up for shortcomings in county towns, and start to rebuild 300 old residential areas in county towns; focus on the development and expansion of 50 central towns, and conditionally build them into county towns Sub-center, develop into a small city; promote the construction of 100 beautiful fair town models.

Liu Zonghui, Secretary of the Party Leadership Group of the Department of Agriculture and Rural Affairs of Guangdong Province, said that he will comprehensively promote the comprehensive reform of rural areas, improve the system of "separation of rights among the three rights" of rural contracted land, innovate "stock land", contiguous land transfer, land trusteeship and other models to expand the scale of operation; vigorously develop general Hui Finance, green finance, community banks, and promote more investment of financial resources in counties, towns and villages.

Looking back at the beginning of the reform and opening up, the economic development of the Pearl River Delta needed to "cross the river by feeling the stones". Now the counties, towns and villages in the east, west and north of Guangdong are standing at a higher starting point for development and have more favorable conditions.

In today’s Guangdong, the “Road to Wealth” extends in all directions: the operating mileage of high-speed rail reaches 2,367 kilometers, ranking among the top in the country, realizing the realization of “city-to-city high-speed rail”; by the end of 2022, the total mileage of expressways in eastern Guangdong, western Guangdong, and northern Guangdong has exceeded 6,000 kilometers ... All of these provide strong support for Guangdong to make up for its shortcomings in high-quality development.
