On Wednesday, February 1, a government decree on the indexation of a number of social payments, benefits and compensations came into force in Russia.

We are talking, in particular, about financial assistance to families with children, people with disabilities, injured at work and veterans.

According to the decision of the Cabinet of Ministers, social payments have been increased, taking into account actual inflation for 2022, by 11.9%.

In total, the initiative affected more than 40 financial support measures, as reported by the Ministry of Labor and Social Protection.

For example, the amount of maternity capital has increased.

Now the amount of the payment is 586.9 thousand rubles for the first child and 775.6 thousand rubles for the second, if the family did not receive a certificate before his birth.

If parents have already been credited with money for the first child, they will be paid an additional 188.7 thousand rubles when the second child appears.

The mother's capital received before February 1, which has not yet been used, is also increased by 11.9%.

If the payout has already been partially spent, then only the unused balance will be indexed.

Note that materkapital funds cannot be cashed out, but can be used for several purposes.

Among them are the improvement of living conditions (including mortgage repayment and housing construction), children's education, the formation of a mother's funded pension, the purchase of goods and services for social adaptation and integration of children with disabilities into society.

Also, parents with incomes below two living wages (about 28.8 thousand rubles) per person can apply for a monthly payment from the mother's capital for a child under three years old.

If there are several such children in the family, then each of them can receive this form of support.

The size of the allowance itself on average in Russia is about 13.9 thousand rubles.

Since February 1, Russia has also indexed a one-time allowance for the birth of a child.

The amount of the payment increased to 22.9 thousand rubles.

This type of support is provided to all Russian families, regardless of the level of income and the number of children.

The one-time allowance for pregnant women for a period of at least 180 days, whose husbands serve in the army on conscription, has also increased to 36.3 thousand rubles.

At the same time, the size of the monthly payment for a conscript's child increased to 15.5 thousand rubles.

This type of support may be received by the mother, guardian or relative who actually cares for the child.

In addition, the size of the allowance for caring for a child has increased until the child reaches one and a half years.

The minimum payout amount is now about 8.6 thousand rubles, and the maximum is 33.3 thousand rubles.

The allowance can be received by one of the parents, grandparents or other relative caring for the child.

Both employed and unemployed citizens are entitled to the payment.

In Russia, the size of the lump-sum allowance for the transfer of a child for upbringing to a family has also increased to 22.9 thousand rubles.

One of the adoptive parents, guardians (custodians) or adoptive parents has the right to payment.

Moreover, if the child is older than seven years old, has a disability, or there is an adoption of brothers and sisters, then the amount will be a little more than 175 thousand rubles.

Indexation of payments according to the level of actual inflation will partly compensate the Russians for the increase in consumer prices that has occurred over the past year.

Georgy Ostapkovich, director of the Center for Market Research at the Institute for Statistical Research and the Economics of Knowledge at the National Research University Higher School of Economics, spoke about this in an interview with RT.

Moreover, as the expert emphasized, it is families with children that remain in the center of attention of the authorities.

“After the birth of a child, family expenses increase, but incomes do not always.

Therefore, this category of the population especially needs support.

People should have confidence that the state will not leave them in a difficult situation.

This is necessary to increase the birth rate, increase employment and increase the labor force in the future.

After all, the country's economy will depend on today's children in 20 years, ”the specialist noted.

In addition to material support for families, since February 1, the maximum amount of a lump sum payment and a monthly allowance in case of an accident at work has increased in Russia - up to 131.7 thousand and 101.3 thousand rubles, respectively.

Benefits for disabled people of group III are also indexed - up to 2.7 thousand rubles, for group II - up to 3.5 thousand rubles, for group I - up to 5 thousand rubles, and for disabled children - up to 3.5 thousand rubles.

The amount of monthly payments to the Heroes of the Soviet Union and Russia, as well as to the full holders of the Order of Glory, increased to 83.5 thousand rubles.

In turn, the Heroes of Labor of the Russian Federation and Socialist Labor, as well as the full holders of the Order of Labor Glory, will now receive 61.6 thousand rubles every month.

Benefits for war veterans increased to 3.9 thousand rubles.

In total, the authorities will allocate more than 152 billion rubles from the budget to increase social benefits from February 1.

This is stated in the materials of the Ministry of Finance of the Russian Federation.

According to the government’s forecast, in 2023 the state treasury’s expenditures will exceed the revenues.

The budget deficit is planned to be covered mainly through borrowing, but the authorities do not expect a significant increase in public debt and are not going to cut spending on social support.

“Those funds that were originally planned to be used for material assistance to people will be allocated.

As a result, all social obligations will be fulfilled in full, ”said Svetlana Bessarab, a member of the State Duma Committee on Labor, Social Policy and Veterans Affairs, in an interview with RT.

From January 1, 2023, Russia has already indexed the minimum wage (SMIC) and the subsistence minimum (PM) to approximately 16.2 thousand and 14.4 thousand rubles, respectively.

At the same time, the amount of the old-age insurance pension for non-working citizens exceeded 21.8 thousand rubles.

Moreover, all three indicators increased at rates higher than official inflation.

Thus, compared with last year's value, the minimum wage increased by 16.9%, the PM - by 13.6%, and insurance pensions - by 15%.

This was stated by the Minister of Labor and Social Protection of the country Anton Kotyakov.

Recall that the minimum wage sets the minimum wage that a full-time employee can receive.

In addition, the indicator is used to calculate benefits for temporary disability, as well as for pregnancy and childbirth.

The living wage, in turn, is used to assess the needs of citizens when providing such state support measures as monthly payments to low-income families with children.

According to the authorities, due to the increase in the minimum wage in 2023, the wages of almost 3.5 million people should increase.

At the same time, the indexation of the subsistence minimum will increase material support for about 15 million Russians.

“Any indexation of payments has a positive effect on the solvency of the population.

As a result, the demand of citizens for goods and services increases, and enterprises increase production, which leads to economic growth,” said Georgy Ostapkovich.

Also, since January 1, a universal monthly allowance for parents with low incomes has been launched in Russia.

Payments are accrued to low-income families for children from birth to 17 years old and needy women who are registered in the early stages of pregnancy.

The amount of such financial support depends on the income of the parents and can be 50, 75 or 100% of the regional subsistence allowance per child.

Now it is 7 thousand, 10.5 thousand and 13.9 thousand rubles, respectively.

It is noteworthy that all social guarantees in force in Russia are planned to be introduced in new regions of the country.

So, for example, from March 1, residents of the Donetsk and Lugansk People's Republics, as well as Zaporozhye and Kherson regions, will receive pensions according to Russian standards.

“All families and citizens living in the annexed territories are entitled to the same benefits as residents of other regions of our country.

Of course, a transitional period will be required in order to establish the process of calculating payments and benefits in the new republics.

However, over time, all benefits will definitely appear there, ”concluded Svetlana Bessarab.
