According to the deployment of the Party Central Committee and the State Council, starting from 2022, the basic endowment insurance for enterprise employees will be officially implemented nationwide.
This reform is conducive to further improving the pension insurance system and promoting a fairer and more sustainable pension insurance system.
"Since the implementation of national overall planning in January 2022, we have worked with relevant departments to steadily promote various reforms, the coverage of pension insurance has been further expanded, and the fund's revenue and expenditure are generally balanced. In 2022, the annual social insurance fund income will be 7.1 trillion yuan, and the expenditure will be 6.6 trillion yuan. The cumulative balance at the end of the year was 7.4 trillion yuan." Qi Tao, deputy director of the Pension Insurance Department of the Ministry of Human Resources and Social Security, said.
According to Qi Tao, the national coordination of the basic endowment insurance for enterprise employees has made progress in four aspects:
First, policy unification is basically achieved nationwide, and the pension insurance rights and interests of workers and retirees are better protected.
Guide all localities to gradually relax the household registration restrictions for flexible employees, and include more flexible employees in the scope of pension insurance coverage.
The second is to increase the inter-provincial mutual aid, the payment of pensions is more secure, and the fairness and sustainability of the pension insurance system have been enhanced.
In 2022, a total of 244 billion yuan of funds will be transferred across provinces, which effectively balances the current revenue and expenditure pressure of inter-regional funds and supports the distribution of pensions in provinces with fund difficulties.
The third is to establish a mechanism for sharing the responsibility of the central and local endowment insurance expenditures, to further increase the central financial subsidy, and to improve the local financial endowment insurance investment mechanism.
The fourth is to continuously improve the level of endowment insurance management services and the accessibility of public services.
An information system compatible with national overall planning has been established, and centralized data management and linkage between ministries and provinces have been realized.
The functions of the national unified social insurance public service platform have been continuously improved. At present, 83 national and cross-regional social insurance services have been opened, which facilitates the "cross-province and one-stop service" of insured enterprises and insured persons.
As of the end of 2022, the number of social security card holders across the country is 1.368 billion, covering 96.8% of the population; the number of electronic social security card users is 715 million, and the cumulative number of visits throughout the year is 11.285 billion.
From the perspective of the basic pension insurance for urban and rural residents, in 2022, 19 provinces will increase the provincial basic pension standard on the basis of the central government's increase in the national basic pension standard for urban and rural residents.
Among them, Jiangsu Province has adjusted the provincial minimum standards for basic pensions of urban and rural residents' endowment insurance for 11 consecutive years.
From the point of view of the personal pension as a supplement to the basic pension insurance system, on November 25, 2022, the personal pension system will be implemented first in 36 cities or regions.
By the end of 2022, the number of individual pension participants will be 19.54 million, the number of contributors will be 6.13 million, and the total payment amount will be 14.2 billion yuan.
