Chinanews.com reported on January 17 that the Ministry of Industry and Information Technology recently announced the "Industrial Energy Conservation Supervision Measures".
The measures will come into effect on February 1, 2023.
The “industrial energy conservation supervision” mentioned in the Measures refers to the supervision and inspection by the industrial energy conservation supervision department on the implementation of relevant laws, regulations, rules and mandatory national standards for energy conservation management by enterprises and institutions related to energy production, use, and service in the field of industry and information technology. Investigate and deal with illegal energy use, and put forward suggestions for legal and rational energy use.
Industrial energy conservation supervision includes the following contents:
(1) Implementation of mandatory national standards such as energy consumption quotas for unit products, energy efficiency of energy-consuming products and equipment;
(2) The implementation of the outdated elimination system for energy-consuming products, equipment and production processes that consume too much energy;
(3) Strengthening the management of energy measurement;
(4) Establishment of energy consumption statistics and energy utilization status analysis systems;
(5) Information on establishing an energy-saving target responsibility system, strengthening energy-saving management, formulating and implementing energy-saving plans and energy-saving technical measures;
(6) Information on energy-saving publicity and education and on-the-job energy-saving training;
(7) The implementation of industrial energy conservation supervision opinions;
(8) Other matters that require industrial energy conservation supervision as stipulated by laws, regulations, and rules.
The method emphasizes that
industrial energy conservation supervision follows the principles of law, openness, fairness, impartiality and effectiveness.
Industrial energy conservation supervision shall not charge fees to the supervised units
.
The method proposes that the supervised unit should cooperate with the industrial energy conservation supervision, truthfully explain the situation, provide relevant information, must not conceal or fabricate facts, must not forge, conceal, destroy, or tamper with relevant information, and must not refuse or hinder industrial energy conservation supervision.
