Prime Minister Élisabeth Borne insisted on "professional wear", or hardship at work, during the presentation of the pension reform.

To strengthen its consideration, the government plans to improve the professional training account nicknamed "C2P", which has so far had very limited results.

The Prime Minister and the government have indicated that the professional training account nicknamed "C2P", created in 2015, would be improved, in particular by taking better account of night shifts, so that more workers can benefit from it.

The "C2P" allows employees to accumulate points for each year of exposure to the six hardship criteria: work in a noisy environment, repetitive movements (chain), night work, in successive alternating teams, in a hyperbaric environment (i.e. underground or underwater) and in extreme temperatures.

An attractive device, but limited results

With these acquired rights, the employee can finance a retraining, go part-time or benefit from an early retirement by converting his points into quarterly pensions.

Only, if the device seems attractive, the results are limited.

In fact, since 2015, 12,000 employees have used it, including nearly 10,000 to benefit from early departure.

This represents barely 1% of the two million accounts opened by companies.

These low figures are a failure, for which Emmanuel Macron is partly responsible.

Indeed, in 2017, four of the ten hardship criteria (carrying heavy loads, painful postures, mechanical vibrations and exposure to dangerous chemical agents) were removed because the exposure threshold was deemed "unquantifiable" by employers.

Reinforced medical follow-up

However, the disappearance of these criteria has slowed the development of C2P, according to Éric Chevée, vice-president of the Confederation of Small and Medium-Sized Enterprises (CPME).

"There is no relationship between the number of accounts that were created between 2015 and 2017 and the feeds that are made today on the six criteria that reign in C2P", he explains to Europe 1.

In addition to the improvement of the C2P, the pension reform plans to allocate one billion euros to the prevention of professional wear and tear linked to painful postures, the carrying of heavy loads and mechanical vibrations.

The employees concerned will benefit from reinforced medical monitoring and easier access to professional retraining.
