The PP demands that the expansion of European funds be brought to Congress, and that the deputies be the ones to discuss and approve the Addendum to the Recovery Plan, by which the second part of the disbursement of the European Union for Spain is articulated.

They are

94,300 million

, basically in loans.

In addition, the popular ones warn the first vice president of the Government, Nadia Calviño, that she could be in breach of the EU regulations, by not having promoted the "participation" of the opposition parties or the autonomies in the plan to implement the money.

The general secretary of the PP, Cuca Gamarra, has sent a letter to the number two of the Government in which it makes her ugly that she boasts of co-governance before the EU, when she has left out of her plan both the autonomies and the main parties of the opposition.

The letter, to which this newspaper has accessed, serves to demand that the processing as a bill of the norm for the execution of European funds be unblocked,

which already accumulates 77 extensions of the amendment period

.

"This urgent processing could amend many of the errors that these two years of execution have shown and would

expedite the arrival of funds to the economy as a whole in an effective and efficient manner

," says Gamarra, after making Calviño ugly that only has processed 55% and paid 29% of the funds received.

With this letter, Gamarra responds to the one that, in turn, Calviño sent him on December 21.

In it, as she did with the autonomous communities, the vice president boasted to the main opposition party of the participation and co-governance with which the addendum of the funds is launched.

However, Gamarra - like the communities governed by the PP - categorically denies that this participation has occurred.

"Despite indicating that the Government has relied on all the input from communities, social agents and political parties for the preparation of the Addendum, no type of information has been transferred to us about what has been collected from our requests, nor specificity about the investments and reforms to which Spain is going to commit to receive the disbursements of the Addendum", writes the number two of Alberto Núñez Feijóo.

In a meeting held in September, the PP made four requests to the Executive, but

did not even get a response

"None", emphasizes Gamarra.

"We therefore ask you once again to provide us with the information available on the formation of the second phase of the Mechanism for Transformation and Resilience in Spain."

For the also spokesperson for the Popular Parliamentary Group in the Lower House, "co-governance is not said, it is exercised."

"Understanding that the meeting we held months ago serves as a justification to comply with the necessary process of participation in the preparation of the addendum, as indicated by the European Regulation, is disappointing and insufficient," she says.

Above all, she insists, when they have not even answered "the request for processing of the Law, participation from the beginning in decisions and transparency in execution, among other issues."

For the PP, the addendum "must be debated and approved by the Congress of Deputies before being presented to the European Commission", and not only because of "its high amount", but also because "

its minimum period of execution until 2026

" and because "affecting the future of several generations".

And something that goes beyond the current legislature "must be agreed with the alternative," judges Gamarra.
