The National Immigration Administration will optimize immigration management policies and measures from January 8, 2023.

The content of the announcement is as follows:

  1. Resume the acceptance and approval of ordinary passports for Chinese citizens traveling abroad or visiting friends in an orderly manner, and resume the processing of visas for mainland residents traveling to Hong Kong for tourism and business.

  2. Resume the acceptance and approval of foreigners' applications for ordinary visa extension, renewal and reissuance, stay permit issuance, renewal and reissuance, and residence permit issuance, extension, renewal and reissuance.

If the applicant really has an urgent need, he can follow the expedited procedure.

  3. Resume port visa issuance, resume the 24/72/144-hour transit visa-free policy, and issue temporary entry permits in accordance with the law.

  4. Resume the issuance of entry and exit permits of the People's Republic of China, and resume the issuance of entry and exit permits for border areas.

  5. Gradually resume passenger clearance at land ports (passages), orderly resume the entry and exit of passengers at land ports, border crossings, and border residents. Border crossings will be reopened in accordance with relevant regulations, and entry-exit border inspections will be implemented in accordance with the law.

  6. Restore border inspection fast lanes at ports adjacent to Hong Kong and Macau. Eligible entry and exit personnel holding Hong Kong and Macau Exit Permits for Mainland Residents and Mainland Travel Permits for Hong Kong and Macau Residents can pass through the border inspection fast lanes.

  7. Gradually resume customs clearance for passenger transport at water transport ports, allow eligible water transport ports to resume entry and exit of passenger liner passengers, resume the entry and exit of international cruise passengers on a pilot basis, issue boarding and boarding documents in accordance with the law, and issue temporary visas to foreign crew members who meet the entry conditions entry permit.

The management measures of "no landing, no boarding, and no boarding" will be cancelled.

  8. Convenience measures such as the "green channel" for key cargo flights at airport ports, the "fast track" for key material vehicles at land ports and border inspection stations, and the online self-service of "border inspection boarding codes" at water ports will continue to be implemented.
