In case of an early warning situation, it is necessary to communicate with community doctors in a timely manner. After evaluation by the community doctors, if the diagnosis and treatment capacity of the community is exceeded, the patient should be quickly referred or directed to a second- and third-level hospital in the jurisdiction. The hospital will give diagnosis and treatment and clarify the treatment plan. Return to the community or community health service institutions for follow-up treatment and rehabilitation; encourage all districts to provide oxygen filling services for residents in need in community health service institutions, so as to facilitate residents' home oxygen therapy.

Referring to the charging items for closed oxygen inhalation, the fee will be charged at the standard of 7 yuan per 40 liters of filling, and reimbursed according to medical insurance regulations.

Those who only provide oxygen filling services shall not charge medical service fees.
