First, break the obstacles of the data supply system and help solve the problem of insufficient available data.
China is rich in data resources, with a total size of 3.9ZB (ten trillion terabytes), accounting for 9.3% of the world's total data, ranking second in the world, but the amount of data that is truly open, shared and used is very small.
The "Twenty Articles on Data" clearly authorizes operations for public data; strengthens supply incentives for enterprise data.
Guide the two-way authorization of industry leading enterprises, Internet platform enterprises and small, medium and micro enterprises, and empower the digital transformation of small and medium-sized enterprises.
These institutional designs will greatly increase data supply.
Second, break the barriers of data integration and interoperability system, and help solve the problem of low data quality.
In the process of data production, the scale of dirty data and fake data is large, and there are problems such as insufficient data quality, inconsistent standards, fragmentation, and decentralization. , In the links of data collection, processing, sharing and utilization, etc., strengthen corporate constraints by signing a letter of commitment and responsibility.
Third, break the institutional barriers of low data application capabilities and willingness to help solve the problem of weak data applications.
The current data application in China is still partial and low-level.
On the one hand, the "Twenty Articles on Data" proposes to rely on the linkage between the government and the market to jointly promote the implementation of national standards for data management capabilities; link, delineate the bottom line and red line of supervision, and clarify the legal responsibilities that enterprises should bear.
The further clarification of legal and regulatory boundaries will help stimulate the enthusiasm of enterprises to use data.
Yu Xiaohui said that in order to implement the "Twenty Rules on Data", we will focus on three aspects in the future: strengthen the collection and sharing of data resources; promote data standardization, improve the cross-departmental and cross-industry data standard system, and establish multi-level data management standards ; Carry out pilot demonstrations of data applications in key industries.
