China News Service, Ningbo, December 10th (Lin Bo, Sun Yong, Li Yuan, Chen Kai) Recently, the second phase of the 15th meeting of the Conference of the Parties to the United Nations Convention on Biological Diversity (COP15) was held in Montreal, Canada. At the Zhejiang Day event, Longguan Township, Haishu District, Ningbo City, Zhejiang Province, as the only township representative in China, released the "Biodiversity-Friendly Township Construction Planning Guide", telling the story of biodiversity protection in China's "small townships".

Why does a town located in a mountain "break into" a global conference?

"'Ecological protection is above all else' has become a 'village policy'." Yu Ting, secretary of the Longguan Township Party Committee, said when introducing the township at the event that through the leadership of the government and the efforts of experts, enterprises, and the public, Longguan Township is being established. China's first "biodiversity-friendly township".

For more than ten years, the transfer of industrial land has been eliminated, allowing thousands of villagers in 4 administrative villages to use free "photovoltaic power"; it took half a year to plan the construction of winding roads to minimize the damage to forests; "Mainly, to reduce the encroachment on the biological living space... This is the silhouette of Longguan Township's "give way" biodiversity in the development strategy, planning and construction, and village regulations.

Although it is a "small town", the goal of Longguan Township is not small.

"Enabling rural revitalization through the protection of biodiversity, allowing people to get 'green leaves' and drum up 'money bags'." Yu Ting said in an interview.

Longguan Township covers an area of 73 square kilometers, with a forest coverage rate of 85%.

Longguan Township, located at the foot of the Siming Mountains, has natural ecological advantages. However, under the baptism of the industrial economy era, it has experienced the "growing pains" common to Chinese towns and towns, such as small and scattered village-run enterprises and extensive governance models.

How to solve these "growing pains"?

In Li'ao Village, Longguan Township, the construction of a "photovoltaic village" not only allows each villager to have 50 kWh of free electricity per month, but also increases the collective income of the village by more than 600,000 yuan.

"No one would have thought that the 'sleeping' roofs in the village would bring real money to the villagers." said Hong Guonian, Secretary of the Party Branch of Li'ao Village.

This model has opened up development ideas for Longguan Township, and the "zero-carbon" development model that allows villagers to "be basking in the sun and become well-off" will quickly "start a prairie fire" to other villages in Longguan Township.

In addition to the photovoltaic industry, Longguan Township's "zero-carbon" model is also expanding to hydropower, cultural tourism, agriculture and other fields. It is expected that the overall revenue will exceed 6.2 million yuan in 2022, a year-on-year increase of nearly 200%.

At the site of this event, Yu Ting brought a special souvenir - the "local specialty" Tashanyan Mingzhou black tea from Longguan.

"This tea is unusual." According to Yu Ting, behind the tea is a story of perseverance and dedication in drafting and drafting the "zero carbon" label standard.

The Mingzhou black tea carried by Yu Ting comes from Xiangyangshe Slow Life Farm in Longguan Township.

"I came to Longguan Township in 2013. From tea planting, processing to sales, we not only opened up the industrial chain, but also expanded the planting area to 1018 mu." According to the introduction of the founder of the farm, Yang Jinliang, Longguan Township has an excellent ecological environment. Let him choose to start a business here.

Driven by the Longguan Township Government, Yang Jinliang led tea farmers to explore the "carbon label" of tea, striving to realize the visualization of carbon emissions in the whole process of tea from production, processing, transportation, consumption to waste gas treatment, and "assign value" to tea.

"The annual output value of the tea factory is more than 10 million yuan." Yang Jinliang bluntly said that generating income is only one aspect, and he wants to do a lot more in a biodiversity-friendly town.

In fact, starting from a piece of tea, the feedback from the land has become considerable and appreciable in Longguan Township.

"After raising bees for more than 40 years, I finally tasted the sweet taste." He Songcai, a local beekeeper, said in an interview that he benefited from the introduction of the new business form and the whole industrial chain of the bee ecological balance protection base project in Longguan Township. The project is in charge of the company It has led to an average income increase of 30% for professional beekeeping households in 5 administrative villages of Longguan Township.

Townships are important units for biodiversity conservation.

Up to now, the township has built more than 20 small biodiversity protection bases such as "fern greenway" and "Chinese water leek pond", and installed more than 300 artificial bird's nests and insect hotels.

Taking protection as the starting point, Longguan Township explores the integration of biodiversity, culture, tourism, and agriculture, and explores a new path of "ecological industrialization and industrial ecology".
