On the agenda is the receipt of a government statement.

In addition, the Reich Chancellor Cuno, greeted by a communist acclamation: “The Director General of the Stinnes Society” takes the floor:

"In a difficult fateful hour for our fatherland, the Reich President gave me the task of forming the new government.

Obstacles that seemed to make the composition impossible caused me to return the order on November 18th.

On the 20th, the President of the Reich renewed his mandate, promising to form the government with a free choice of men and the allocation of departments.

I complied with this request.

The Reich President appointed me Reich Chancellor on November 22 by virtue of his constitutional rights.”

The Reich Chancellor then gives the names of the other ministers and continues: “The Reich Ministry for Reconstruction has remained open.

I in no way underestimate the extraordinary importance of his tasks, especially his foreign policy ones, but given the personality of his current State Secretary and the indispensable cooperation that the Reich Foreign Minister, the Reich Minister of Finance and the Reich Minister of Economics will devote to these questions, a continuation of the state of uncertainty is one Impairment of the factual work is not to be feared.

The budgeted post of a minister without portfolio (so-called spokesman) has also remained vacant.

For this post is added

that the direct cooperation of the departmental ministers with the parties in this House cannot be interrupted in any way, and it should be expressed practically how much we live in a time when work should be done and not talked about.

As I appear before you with the Government thus formed, it is my sincere desire to express heartfelt thanks to my predecessor and his ministerial colleagues for the devotion with which they devoted their best energies to the Reich and with which especially the Reich Chancellor Dr.

Wirth served the fatherland during all the difficult times, undeterred by any disappointments from abroad or, unfortunately, by unjustified doubts about his best intentions at home.

(Fierce approval.)

The new Reich government does not have the broad parliamentary basis that I was entitled to expect on the basis of the program now to be discussed, on which five parliamentary groups in this House had given their unanimous opinion.

My employees and I regret this most vehemently, because we are convinced that in the times ahead only a completely unified combination of all forces can save us from the gravest disaster.

Appointed to lead the government of the Reich on the basis of the republican form of government provided by the constitution, we would have welcomed it if members of the largest faction in this House had been willing to take an active part in the Cabinet.
