  After the guideline is revised, how will people travel and play change?

Do not shut down entertainment venues at will

  The guidelines revised this time involve multiple places such as Internet access service business premises, entertainment venues, and scripted entertainment business venues.

It pointed out that the scientific nature and accuracy of prevention and control should be further improved, and entertainment venues, Internet service venues, and scripted entertainment business venues should not be shut down at will, and those that meet the unblocking conditions should be unblocked in time.

  In addition, the guidelines also emphasize the need to optimize and adjust prevention and control measures.

In low-risk areas, it is necessary to resolutely do a good job in the normalized epidemic prevention and control of Internet service places, scripted entertainment business places and other places; those designated as high-risk areas should suspend business.

In principle, areas without epidemics do not limit the number of people received by performance venues

  In terms of performance venues, the Ministry of Culture and Tourism has made it clear that in principle, there is no limit to the number of people in performance venues in non-epidemic areas.

  According to the "Guidelines for the Prevention and Control of the New Coronary Pneumonia Epidemic in Theaters and Other Performance Places (Sixth Edition)", in areas where no epidemic has occurred, the local cultural and tourism administrative departments should urge the performance organizers to implement normalized prevention and control measures. There is a limit on the ratio of the number of consumers received by venues. In principle, there is no limit on the number of audiences for large-scale commercial performances such as concerts, music festivals, and live tourism performances.

  In low-risk areas, local party committees and governments decide on their own the proportion of consumers received by theaters and other performance venues and the number of audiences for large-scale commercial performances based on the local epidemic prevention and control situation.

In high-risk areas, commercial performances will be suspended.

  In addition, the newly-approved commercial performances involving foreign countries, Hong Kong, Macao and Taiwan (except those whose performers are already in the territory) are suspended.

Do not travel in groups to high-risk areas and advocate small-scale tourism groups

  After "unbundling" the joint management of inter-provincial travel and risk areas, requiring inter-provincial tourists to take inter-provincial transportation with a negative nucleic acid test certificate within 48 hours, the Ministry of Culture and Tourism updated the epidemic prevention and control of travel agencies and tourist attractions on the 18th guide.

Do not organize groups to travel to high-risk areas, do not undertake high-risk area tour groups, and do not organize high-risk area tourists to travel.

When the relevant area is listed as a high-risk area for the epidemic, the tour group that has not departed must immediately cancel or change the travel itinerary.

  At the same time, travel agencies must strictly implement the prevention and control requirements of various places, and release product epidemic prevention requirements such as the number of groups in advance based on their own operating capabilities and the reception capabilities of suppliers and partners, reasonably determine the number of groups, and advocate small-scale travel groups.

It is necessary to strengthen data analysis, scientifically arrange group travel routes, scale and travel time, and carry out tourism activities in different time periods, batches and regions to avoid tourists gathering.

  The "Guidelines for Epidemic Prevention and Control Measures in Tourist Scenic Spots (Revised in November 2022)" stipulates that scenic spots must scientifically and reasonably set the upper limit of tourist reception, and strictly implement the ticket reservation system.

All personnel entering the scenic spot should undergo body temperature testing, check the health code and the negative nucleic acid test certificate within 72 hours, and only those with normal body temperature, health code and nucleic acid test results can enter.

For special populations such as infants and young children under 3 years old, the nucleic acid test negative certificate may not be checked.
