The maternity capital program will continue to operate in Russia for at least the next four years, President Vladimir Putin said at a meeting on income support for families with children.

“In 2020, the circle of recipients of maternity capital was expanded.

The right to it was acquired by those families where the first-born is born.

Now every year about 1 million families receive maternity capital, and this program itself has been extended until the end of 2026,” Putin recalled.

For the first time, mother capital in Russia began to be paid back in 2007.

A certificate for receiving material support from the state is issued on an unannounced basis.

In 2022, 524.5 thousand rubles are allocated for the first child, 693.1 thousand rubles for the second.

If the family has already received money for the first child, 168.6 thousand rubles will be paid when the second child appears.

From February 1, 2023, maternity capital is planned to be increased by 12.4%.

As a result, the amount of payment for the first child will increase to almost 590 thousand rubles, and for the second - up to 780 thousand rubles, which was announced at a meeting with the president by the head of the Ministry of Labor Anton Kotyakov.

As the minister explained, the mother's capital will be indexed according to the level of actual inflation for 2022.

Note that materkapital funds cannot be cashed out, but can be used for several purposes.

Among them are the improvement of living conditions (including mortgage repayment and housing construction), children's education, the formation of a mother's funded pension, the purchase of goods and services for social adaptation and integration of children with disabilities into society.

Also, families with low incomes can arrange a monthly payment from the mother's capital for a second child up to three years old.

The amount of such allowance will be equal to the subsistence minimum for children.

Now the corresponding amount is about 13.5 thousand rubles on average in Russia, and from January 1, 2023, it will have to exceed 13.9 thousand rubles.

At the same time, the authorities continue to expand the possibilities of using maternity capital.

For example, in October 2022, the government allowed the allocation of funds for educational services if they are provided by individual entrepreneurs.

In particular, parents can now pay for a non-state kindergarten or school, as well as the work of a tutor.

“The initiative is aimed at increasing the availability of education and supporting individual entrepreneurs.

Expanding opportunities for the use of mother capital is the development of social infrastructure in the first place, ”said Pavel Sigal, First Vice President of the all-Russian public organization of small and medium-sized businesses Support of Russia, in a conversation with RT.

In addition, the country's leadership is now discussing the possibility of using a certificate when buying a car, Svetlana Bessarab, a member of the State Duma Committee on Labor, Social Policy and Veterans Affairs, told RT.

“For large families, it is important to have a roomy car in your use.

However, the car must be of domestic production.

We are also working on an initiative by which it will be possible to use the mother’s capital to pay for treatment and expensive medicines for the child and his mother, ”the deputy noted.

Universal help

In addition to expanding the maternity capital program, in recent years the authorities have prepared and launched an integrated system of measures to support families with children, Vladimir Putin recalled.

So, today, parents can count on financial assistance from the state in the form of benefits at all stages - in fact, from a woman's pregnancy to the child's graduation from school.

“The main task of state support is to minimize the threat of poverty for Russian families: both those where a child is just being born, and those who are already raising children.

At the same time, it is important to constantly analyze and adjust the operation of such a system, to see the situation as a whole,” Putin stressed.

The President also noted that from January 1, 2023, a universal allowance for families with children from birth to 17 years old should be earned in Russia.

The head of state instructed to make the registration and receipt of this payment as clear, simple and convenient as possible for the population.

“Citizens should have complete information so that people know what and how to do.

Of course, this should serve as real support for families,” the Russian leader added.

As previously noted in the Ministry of Labor and Social Protection, the universal allowance will be paid to families with about 10 million children.

The amount of the payment will depend on the income level of the parents and will be 50, 75 or 100% of the regional subsistence minimum.

“The new allowance will be provided according to the principles of the social treasury, that is, one application submitted electronically without the mandatory collection of certificates.

When appointing, a comprehensive means test will be used... On average, the maximum amount of such an allowance in our country will be 13.9 thousand rubles, ”said Anton Kotyakov.

As Russian Finance Minister Anton Siluanov said during the meeting, next year the authorities intend to allocate 1.4 trillion rubles from the budget for the payment of universal benefits.

At the same time, it is planned to allocate 2.7 trillion rubles to support families with children in 2023, the head of the Ministry of Finance noted.

In the future, the volume of material assistance to needy parents in Russia will only grow, Vladimir Putin added.

“Russian families, young people, boys and girls who are just starting their adult lives, must be sure that our measures to support the family, fatherhood, motherhood, childhood are guaranteed by the Russian state for years to come - no matter what.

And we will only increase, increase, improve them, despite all the current difficulties and challenges.

We will do this all the time,” the President stressed.
