  Peng Huagang, member of the Party Committee and Secretary General of the State-owned Assets Supervision and Administration Commission of the State Council, said recently that state-owned enterprises, especially central enterprises, have a special and important position and role in the cause of the party and the country.

In recent years, the State-owned Assets Supervision and Administration Commission of the State Council has attached great importance to promoting the work of central SOEs in the field of ESG.

It is hoped that central enterprises will become the vanguard and model of my country's ESG practice, the role model of my country's ESG governance, and the backbone of my country's ESG system.

  The 2022 Winter Summit of ESG China Forum, guided by the Social Responsibility Bureau of the State-owned Assets Supervision and Administration Commission of the State Council and hosted by the China Social Responsibility Forum (ESG Expert Committee), was held recently. Peng Huagang made the above statement when attending the meeting.

  Peng Huagang said that standing at a new historical starting point, state-owned and central enterprises should fully implement a series of new decisions and new deployments.

Strengthening ESG governance, practicing ESG concepts, and improving ESG performance are powerful tools for giving full play to the functions of state-owned enterprises in the new era and new journey.

  At the meeting, the "Blue Book on ESG of Central SOEs Listed Companies (2022)" and the "Central SOEs ESG Pioneer 50 Series Index" were also released.

The achievement is guided by the Social Responsibility Bureau of the State-owned Assets Supervision and Administration Commission of the State Council and implemented by the Responsibility Cloud Research Institute. It takes 426 listed companies controlled by central enterprises as the evaluation objects to conduct a comprehensive evaluation of their ESG governance level, social and environmental value creation and risk management level.

  According to the comprehensive performance of enterprises and their specific performance in the three sub-sectors of ESG governance, social value and risk management, the top 50 enterprises were screened respectively to form the "Central Enterprise ESG·Pioneer 50 Index" and "Central Enterprise ESG·Governance Pioneer 50 Index" The four series of indices, "Central Enterprise ESG·Social Value Pioneer 50 Index" and "Central Enterprise ESG·Risk Management Pioneer 50 Index", provide important references for the State-owned Assets Supervision and Administration Commission of the State Council to coordinate and promote the ESG work of central SOEs listed companies.

  The study found that central SOEs listed companies have made important progress in creating social value, preventing social and environmental risks, and improving ESG governance capabilities.
